- NASA/GRC has a requirement for the manufacture of seventeen (17) Composite Panelswith PR 520 Resin and T700SC Fiber, one (1) resin-only panel with PR 520 Resin, seventeen(17) composite panels with 3502 resin and T700SC Fiber and one (1) resin-only panel with3502 resin.NASA/GRC intends to purchase the items from North Coast Composites on a sole sourcebasis.In order to further investigate test methodologies and effects of environmentalaging, these new materials must have the same initial properties before aging as theoriginal set of materials. The statutory authority permitting other than full and opencompetition is Federal Acquisition Regulation (FAR) 6.302-1, 10 U.S.C. 2304(c)(1).The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 27, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
