Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is (777-10-RQ-0151). The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. This requirement is being synopsized as full and open competition under standard industrial classification code 8299, NAICS Code 611430 ; size standard is $7 million. The resulting contract will be a Firm Fixed Price type Contract under FAR Part 12 - Acquisition of Commercial Items. COMMERICAL ITEM DESCRIPTION: The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis, MO proposes to enter into a firm-fixed contract. Quote are due Monday May 10, 2010 by 10:00am EST to Linda Eley, linda.eley@va.gov. All questions must be addressed to the Contracting Officer/Specialist only. Any other official may disqualify the offeror from Statement of Work (SOW)2011 Senior Executive Service Candidate Development Program (SESCDP) Systems Thinking Workshop 1. BACKGROUND The One-VA Senior Executive Service Candidate Development Program (SESCDP) is a formally structured developmental program for individuals who demonstrate outstanding executive potential. The One-VA SESCDP has an important role in helping the Department meet its workforce planning and succession planning goals. The SESCDP is structured around the OPM Executive Core Qualifications (ECQs). It provides formal training and developmental opportunities to enhance and augment candidates' basic managerial skills, competencies and characteristics, and to provide a breadth of knowledge regarding the mission of the Department, thereby fostering mobility among VA programs. Systems Thinking addresses key aspects of the executive core qualification requirements for leading change (ECQ 1), leading people (ECQ 2), business acumen (ECQ 3), results driven (ECQ 4), and building coalitions (ECQ 5). It will provide SESCDP participants with a basis for improving their skills and practices for these core qualifications. Systems Thinking is also a core competency in the High Performance Development Model (HPDM) within the Department. 2.OBJECTIVE The contract will invite an expert in Organizational Systems Thinking to provide this understanding and skill to a group of 26 participants in the One-VA SESCDP. This seminar, scheduled to be delivered the week of May 17, 2010, will focus on Organizational Systems and understanding the causes and dynamics of performance. The workshop for the SESCDP participants must provide class members with the language, core skills, tools and techniques of Systems Thinking in a leadership and team context. Class participants must be able to apply the theories and practices to specific VA issues by the end of the session. 3. CONTRACT TASKS Deliverables 1.Deliver a 3-day intensive workshop on systems thinking 2.Provide tools for using the systems thinking process to address complex issues and group processes 3.Deliver a structured guided discussion on systems and system dynamics 4.Deliver all course materials At the conclusion of this Program, participants will be able to: "Use the tools and techniques from the workshop "Apply the lessons in the design of realistic implementation plans in their daily work and/or in their SESCDP action plans. "Establish expectations to incorporate systems thinking practices in a workplace setting. "Build and sustain effective relationships with peers, subordinates and senior leaders. SCOPE The contractor must provide all resources necessary to accomplish the deliverables described in this Statement of Work, except as may otherwise be specified. The presentation will be delivered at the location, Hotel, Atlanta, GA May 18-20, 2010. The speaker will address approximately 26 Candidates in the SESCDP.
