Description
The United States Air Force does not intend to award a contract on the basis of this Request for Information or pay for the information solicited from or provided by respondents. This Request For Information is issued with the intention of starting a dialogue with the aircraft insurance industry, identifying issues and concerns, as well as to determine companies that would be able to provide the insurance described below. Please respond to the questions below and return your responses either via mail or email to the POC listed. REQUEST FOR INFORMATION: DESCRIPTION: The country of Morocco is purchasing twenty-four (24) new Lockheed Martin F-16 military aircraft under a State Department signed Letter of Offer & Acceptance (LOA) for Foreign Military Sales (FMS). Aircraft liability is Morocco's responsibility. Therefore, Morocco has requested the U.S. Air Force procure insurance to cover the planes between the acceptances of aircraft by the United States Government from Lockheed Martin's production line, until actual delivery in Morocco. This includes a few pre-ferry flights by Lockheed Martin pilots and ferry flights to Morocco by USAF pilots. A ferry consists of a minimum of two planes flown together at one time, but may consist of more. The first twenty-two (22) aircraft will be ferried over the period of July 2011 to Dec 2012. The last ferry will occur sometime in the year 2013 for the last two aircraft. Of these last two aircraft, one jet, flown by USAF pilots, will be used for integration and characterization flight tests at Edwards Air Force Base. The other jet is a spare for the integration and characterization flight tests. These last two aircraft will be held in the US for up to a year after acceptance before final delivery to Morocco. The United States Air Force is seeking information on the purchase of insurance for all these planes from time of acceptance until the planes land in Morocco. The insurance certificate signer and beneficiary will be the country of Morocco. We anticipate pursuing one of the following two scenarios for coverage: 1. One insurance policy that will cover 22 planes for 3-5 months each, and 2 planes for up to a year and a half. The insurance coverage will commence with the acceptance of each of the 24 planes in Ft. Worth, Texas, and continue until engine turned off and all published post-flight pilot checklists are completed in Morocco. Up to $50M (US Dollars) coverage per aircraft. Tentatively $250,000 deductible per event. All risk policy with Hull, War Risk, and Liability insurance. $500M Liability Insurance for any third party suits against Morocco, with no deductible. Or: 2. One insurance policy that will cover 22 planes for 3-5 months each, and the final 2 planes for ferry only. The insurance coverage will commence with the acceptance of each of the 22 planes in Ft. Worth, Texas, continuing until engine turned off and all published post-flight pilot checklists are completed in Morocco; and for 2 planes for ferry flight only (rolling take off from US soil to Morocco, continuing until engine turned off and all published post-flight pilot checklists are completed in Morocco). Up to $50M (US Dollars) coverage per aircraft. Tentatively $250,000 deductible per event. All risk policy with Hull, War Risk, and Liability insurance. $500M Liability Insurance for any third party suits against Morocco, with no deductible. Questions to Insurance Agencies and Brokers: 1. Have you ever received a contract from the Federal Government or Department of Defense? If so, what kind of contract? Who was your point of contact to include phone number? 2. Are you willing to accept a US Government Firm Fixed Price Commercial contract for this effort? 3. What information will you need in a solicitation in order to provide a competitive quote? 4. What are standard terms and conditions that we need to be aware of? 5. In an attempt to obtain the maximum insurance possible at the lowest cost, should we be considering insurance for the fleet of jets or per jet? Are there other options? 6. Please provide an estimated price range for 24 jets from acceptance to delivery in Morocco. 7. Please provide an estimated price range for 22 jets from acceptance to delivery in Morocco plus 2 jets for ferry only to Morocco. 8. Is it acceptable for the insurance policy to be signed by the Government of Morocco? 9. We anticipate requesting the policy and certificate for signature with the quote. If this is not acceptable, please state why not. 10. Should a claim arise is it reasonable to assume it would be handled between Morocco and your company? 11. We expect to issue a solicitation with the award made to the lowest offer. Since we don't anticipate entering into discussions after the solicitation is issued, would you be interested in attending an Industry Day at WPAFB, OH to gain a better understanding of the requirements and to ask questions? 12. What certificates/licenses is an insurance company required to hold to insure aircraft? Would your company be willing to provide evidence of such?
