Description
This is a combined synopsis/solicitation for commerical items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement consistutes the only solicitation; quotation are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This solicitation is intended only for local sources in accordance with Federal Acquisition Regulation 5.202 (a) (12). Local sources are those sources normally resident, licensed and registered to conduct business in Spain. Offers from non-local sources will not be considered under this solicitation. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legistation for execution of Government works. Sumit only written quotation for reference number F3N7A00033A002. The associated NAICS code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. Non-personal services: Contractor shall provide all labor, tools, materials, equipment, personnel, and transportation required to perform Base Main Sub-station and High-Voltage Line PM Service in accordance with the Statement of Work. Services shall be performed at Moron AB, Spain. Summary of Items- WO#10007. Base Main Sub-station and High-Voltage Line PM Service STATEMENT OF WORK: The scope of work will include the Preventive & Predictive Maintenance required for the following equipment located in Morón AB, Spain. • Main-substation next to Bldg #1280, from the bus bar and disconnect switch to the interior installation. • Transformer, 3 phase, 3MVA, 66/10 kV, oil filled, pad-mounted. • Building #1280, control building. • High-voltage line from building #1280 up to primary winding of entrance transformer at bldg #212 (electric power plant), including 15 metal poles. Approximate line length: 2,5 km. All associated wiring, accessories and hardware associated with the above-mentioned equipment shall be included in this contract. PM shall be performed according to all applicable standards by skilled personnel and in compliance with Spanish Ley 91/1995 de Prevención de riesgos laborales and related safety requirements. Manufacturer's or industry standards shall be followed during PM actions. Maintenance actions will include, at least, the following (per type of installation): High-Voltage line PM (15 metal post, 2,5 km approx., overhead and underground). 1. Preventive & Predictive Maintenance. • Test of isolating switches, fuses and surge diverters. • Check connection-disconnection devices. • Check groundings and measure ground-to-earth resistance in all metal supports. • Visual inspection of overhead line. o Poles guy ropes. o Condition of poles and suspension chains. o Warning signs. o Painting and insulators. o Wiring condition. o Line tension. • Submission of maintenance report. 2. Corrective Maintenance • Repair of faults, with a response time of 3 hours during working days, or 7 hours during holidays/weekends. • 24 hours service. • Customer service for faults 24 hours, 365 days a year. • If defects are found, a separate quote shall be prepared by the service company that will have to be approved prior to any repair can be made. 66 kV sub-station 1. Preventive & Predictive Maintenance. • Inspection of 66 kV switch, including test report performed with circuit breaker test system CBT-400. • Power transformer inspection. • Inspection of 125 Vcc batteries and rectifier, check ripple factor, potassium carbonate tests, load factor, load voltage. • Disconnecting switches and measurement transformers inspection, bus bar bolts proper torque and isolating porcelain devices cleaning. • Oil physical and chemical analysis. • Test of transformer protections, test current injections, test current and voltage circuits. • Regulator inspection, taking it out for contact review, check transformer ratio by mesh points. • Capacity testing, tan delta test, operating current, transformer ratio, winding resistance and insulation testing. • Submission of maintenance reports. 2. Corrective Maintenance • Repair of faults, with a response time of 3 hours during working days, or 7 hours during holidays/weekends. • 24 hours service. • Customer service for faults 24 hours, 365 days a year. • If defects are found, a separate quote shall be prepared by the service company that will have to be approved prior to any repair can be made Quotations shall include contractor's quote for menhours, transportation, etc. in case that an emergency repair has to be made. This preventive maintenance shall be performed only for one-time. Inspections will be performed during normal working days, from 08.00h to 17.00h and may be restricted at Government request. Coordination with Government representatives shall be done to allow for scheduling. The contractor shall be certified for installation of high-voltage lines, category LAT2 issued by the Consejería de Economía, Innovación y Ciencia (formerly known as Consejería de Innovación, Ciencia y Empresa), of the Junta de Andalucía, shall be included in the proper official register of this Consejería and shall comply with all the provisions in the current Reglamento de Alta Tensión, Royal Decree 223/2008. Contract performance period is for 1 year starting from the award of contract.
