Description
NASA/GSFC has a requirement for a Northbound Point to Point Metro Ethernet Circuitfor a Wide Area Network Connection between our administrative LAN at WFF located atWallops Island, VA and the administrative LAN located at GSFC in Greenbelt, MD. With the formation of the Maryland Broadband Cooperative (MDBC), these services are nowavailable for procurement. As part of the MDBC initiative, fiber optic cabling andequipment were installed at WFF. Any service provider who is a member of this cooperativecan use the MDBC network infrastructure to provide broadband services. Purpose:The purpose of this data circuit will be to provide more bandwidth andgeographical diversity to an existing point to point OC-3 circuit that NASA s currentlyusing between WFF and Greenbelt. Physically, the existing OC-3 circuit is southbound fromWFF and crosses the Chesapeake Bay Bridge Tunnel. The new circuit must by Northbound fromthe WFF. We will continue to use the current OC-3 circuit as well. We would like tominimize single points of failure and will be analyzing the data path of your proposal.Contract will be awarded based on price and deliverables.Deliverables:Timeframe:-Service provider shall be able to provide this service by July 15, 2010Period of Performance:-This contract shall commence on July 15, 2010, and will expire on July 14, 2011. The term of this contract may be extended, at the option of the Government, for up tofour additional 1-year periods. These options, not to exceed 4 additional years, will beexercised at the discretion of the Government.Requirements:-Point to point metro Ethernet circuit between WFF and GreenbeltWFF Demarcation:NASA Wallops Flight Facility34200 Fulton StreetBuilding N-162 Room 105AWallops Island, VA 23337Greenbelt Demarcation:NASA Goddard Space Flight Center8800 Greenbelt RdGreenbelt, MD 20771-The new Circuit must be Northbound from the WFF-500Mb of guaranteed bandwidth in each direction (500Mb full duplex)-Service provider shall provide a network map illustrating the physical path ofthe point to point network circuit-Interface Details:o802.3ab 1000Base-T Ethernet at each demarcationoCapability to support jumbo frames with MTU to 9216 bytes-Service Level Agreement: oService provider shall respond to network outages within 4 hours, and correct theproblem within 24 hours.oService provider shall provide no less than 99% availability per month. Ifavailability is less than 99% during the month, service provider shall provide areimbursement for the fractional monthly charge. Please provide the method that will beused to calculate the availability and reimbursement for fractional monthly charge ifavailability is less than 99%.oResponder must include with their bid response submission: average response timefor customer trouble reports (i.e. elapsed time before technician is onsite or a callbackhas been made); average mean-time-to-repair estimates; anticipated worst-case and not toexceed repair times.oResponder must provide 24-hour/365-day technical support.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than April 21, 2010. Prospective quoters shall notify this office of theirintent to submit a quotation. It is the quoter's responsibility to monitor this site forthe release of amendments (if any).
