Description
The following requirement is intended to be a Hubzone, small business set-aside competition. The solicitation will be uploaded to FBO. ESTIMATED Request for Proposal release date: 18 May 2010. ESTIMATED response date: 22 June 2010. ESTIMATED award date: 16 Aug 2010, with options to be awarded 1-365 days after award of the basic contract. The Air Force Special Operations Command (AFSOC) MC-130, EC-130J and HC-130 aircraft fleet requires crashworthy scanner seats to facilitate optimal mission effectiveness and survivability. For the purpose of this task, the potential contractor shall utilize a previously developed technical data package for the loadmaster/scanner crashworthy seat (LCWS) frame and seat assembly for all aircraft configurations. The potential contractor will update the drawing package to include a designed tie-down strap to secure the seat and frame in the stowed position. The LCWS kit includes two seats, associated mounting mechanisms and hardware. The contractor shall provide the following for each aircraft configuration: MC-130W The potential contractor shall manufacture 11 LCWS group A kits and 10 LCWS group B kits. The contractor shall install using contract field team (CFT). The first production kit shall be used to validate installation by a CFT and finalize drawing and Tech Order data package. Installation of the kits will be IAW with the drawing (Seat Mounting Installation). The potential contractor shall be supplied with a LCWS group B kit to be installed as one of the post kit proof production kits. The potential contractor shall be responsible for production of the group A kit for the Government furnished LCWS group B kit and installation of kit. MC-130H The potential contractor shall develop engineering drawings of the seat-aircraft interface for the MC-130H. The potential contractor shall develop a Time Compliance Technical Order (TCTO) for aircraft modifications and a Commodity Technical Order for the seat and mounting mechanism. The potential contractor shall fabricate and install, using CFT, one Trial Installation and one Kitproof LCWS kit. The potential contractor shall manufacture and install, using CFT, 18 each production kits. MC-130P The potential contractor shall develop engineering drawings of the seat-aircraft interface for the MC-130P. The potential contractor shall develop a TCTO for aircraft modifications and a Commodity Technical Order for the seat and mounting mechanism. The potential contractor shall fabricate and install, using CFT, one Trial Installation and one Kitproof LCWS kit. The potential contractor shall manufacture and install, using CFT, 9 each production kits. EC-130J The potential contractor shall develop engineering drawings of the seat-aircraft interface for the EC-130J. The potential contractor shall develop a TCTO for aircraft modifications and a Commodity Technical Order for the seat and mounting mechanism. The potential contractor shall fabricate and install, using CFT, one Trial Installation and one Kitproof LCWS kit. The potential contractor shall manufacture and install, using CFT, 2 production kits. HC-130P The potential contractor shall develop engineering drawings of the seat-aircraft interface for the HC-130P. The potential contractor shall develop a TCTO for aircraft modifications and a Commodity Technical Order for the seat and mounting mechanism. The potential contractor shall fabricate and install, using CFT, one Trial Installation and one Kitproof LCWS kit. The potential contractor shall manufacture and install, using CFT, 10 each production kits. HC-130N The potential contractor shall develop engineering drawings of the seat-aircraft interface for the HC-130N. The potential contractor shall develop a TCTO for aircraft modifications and a Commodity Technical Order for the seat and mounting mechanism. The potential contractor shall fabricate and install, using CFT, a combined Trial Installation/Kitproof LCWS kit. There will be no additional production kits. The potential contractor shall be responsible for the completion of all tasks identified in the Performance Work Statement (PWS). The LCWS seat- frame assembly and seat-frame-aircraft interface for the MC-130W were designed under a separate contract. Drawing and technical order packages were verified during trial installation on the MC-130W aircraft, 13-19 Jul 09. The Government will provide the awardee copies of the data packages for use in designing and installing the LCWS on the MC-130W. The contractor shall finalize the data packages for delivery IAW CDRL. The potential contractor shall use the MC-130W design for the seat-frame assembly on all aircraft configurations listed in this PWS.
