Description
U.S. Fish and Wildlife Service, Denver, CO has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 60181AQ075. This announcement constitutes the only solicitation. A written solicitation will not be issued. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2005-33, effective 6/15/2009. The North American Industrial Classification System (NAICS) number is 115112, Soil Preparation, Planting, and Cultivating with a business size standard of $7.0 Million. This requirement is a Total Set-Aside for Small Business. This announcement constitutes the Government's only official notice of this procurement. WEED SPRAYING Helicopter w/pilot to aerially apply Milestone herbicide for the purpose of controlling Canada thistle. Approximately 300-400 acres of thistle will be treated between June 15 to July 15 with some flexibility before and after these dates. Deviation from established dates will be negotiated on a case by case basis with the Refuge Manager, if necessary. The refuge will provide the pilot with maps of the refuge to target spray applications for areas infested with Canada thistle. Thistle infestations generally reside along the edges of wetlands and scattered throughout wet meadow sites. The refuge topography is characterized by gently rolling hills with high densities of wetlands. The refuge is surrounded by adjacent private grasslands. Herbicide and surfactant will be provided by the refuge and transported to a staging area determined by the contractor. All treated sites will be GPS'd by the contractor for future reference by the refuge. Contractor is responsible for avoiding herbicide drift to adjacent private properties. Herbicide application rates will be determined by the Refuge. Quotes must be received no later than close of business (4 p.m. MDT), May 6, 2010, at U.S. Fish and Wildlife, P.O. Box 25486, DFC, Denver, CO 80225. Offers received after this date and time will be considered non-responsible in accordance with 52.212-1(f) and will not be evaluated. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors - Commercial Items. The provisions at 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Evaluation factors are price only. The clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Also included in this acquisition are the following clauses: 52.204-7, 52.215-5, 52.225-01, 52.232-1, 52.233-1, 52.243-1, 52.246-20, 52.252-5, 52.252-6, FWS 1452.204-1, DOI 1452.212-1, and DOI 1452.242-7.
