- This is 100% Small Business Set-aside Under the U.S. Marine Mammal Protection Act (MMPA) and the U.S. Endangered Species Act (ESA), the Southwest Fisheries Science Center (SWFSC) of the National Marine Fisheries Service (NMFS) has a requirement to periodically assess the status of marine mammal populations in waters under U.S. jurisdiction. The purpose of this contract is to collect data to improve knowledge about blue and humpback whales along the coasts of California, Oregon, and Washington and to analyze these new data and previously collected data to determine the population size for these species. The contractor will provide personnel to collect photo-identification data on blue and humpback whales during summer/fall along the coasts of California, Oregon, and Washington. The contractor will be expected to conduct all field work necessary to accomplish these goals. The contractor is responsible for providing personnel, a boat, fuel and safety equipment, and all photographic equipment needed to complete this task. The period of performance is for one (1) base year and four (4) additional one-year option years. This is 100% Small Business Set-Aside. NAICS Code: 541990 Size limit for small businesses is $7.0 million. The solicitation issue date will be on or about April 29, 2010. This solicitation shall only be available electronically through the FedBizzOpps site. The Western Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this acquisition office must be registered with the Central Contractor Registry (CCR) before October 1, 2003.
