- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 20055470 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 750.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-04-19 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The DHS Customs and Border Protection requires the following items, Brand Name or Equal, to the following: LI 001, Labor to get the existing system working and wired for use. This includes troubleshooting current system, installing upgraded DVR unit, loading new software and focusing and adjusting all cameras. NOT TO EXCEED - $8,800.00. NOTE: use this amount as part of your bid., 1, EA; LI 002, Vicon 16 channel DVR (KF2-3000V5) with 3tb hard drive, 240fps, and 16 channels of audio. These two units would record existing 29+ cameras already in place., 1, EA; LI 003, Vicon 16 channel DVR (KF2-3000V5) with 3tb hard drive, 240fps, and 16 channels of audio. For new cameras in phase 2 expansion areas., 2, EA; LI 004, Vicon corner mount IR vandal proof cameras (V15CCM-IRP-2) for holding rooms and seized property vault., 5, EA; LI 005, Vicon high resolution day/night color cameras (VC566DN). Also included 2.8-12 auto lenses., 4, EA; LI 006, Single channel audio microphones (LOUROE AUDIO)., 21, EA; LI 007, AP 16 Channel Audio Receivers (LOUROE AUDIO)., 2, EA; LI 008, Vicon 5mp dome IP megapixel camera (Model # N/A) for hard secondary inspection and cashing area., 4, EA; LI 009, Vicon IP based dome cameras (VND970IP) indoor for agriculture, exit area, soft secondary, and baggage claim areas., 8, EA; LI 010, Software to allow remote viewing capability from offsite computer workstations, 1, EA; LI 011, Miscellaneous wire, parts, installation, etc. Including labor to install software and train personnel in system., 1, EA; For this solicitation, DHS Customs and Border Protection intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Customs and Border Protection is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Use of FedBid: Buyers and Sellers agree to conduct this transaction through FedBid in compliance with the FedBid Terms of Use. Unless the Buyer indicates otherwise within a particular line item description, each Seller shall include in its online Bid individual pricing for all required line items in order to be considered for award (i.e., Do not use the Included in another line item function when pricing each line item). If a line item cannot be separately priced, you must notify the buyer through the FedBid Submit a Question feature regarding which line item(s) should be included in which other line item(s) and request reposting. Failure to comply with this term may result in the Bid being determined to be non-responsive. In addition to providing pricing at www.FedBid.com for this solicitation, each offeror must provide the required NON-PRICING responses which include a written confirmation of the 35 to 45 minute response type to the Sea-Tac Aiport in Washington state and certifications as a Vicon authorized dealer documentation directly to the point of contact in the FBO notice, so that they are received at that email address no later than the closing date and time for this solicitation. FAILURE TO PROVIDE THIS INFORMATION WILL RESULT IN A 'NON RESPONSIVE' BID AND REMOVAL FROM AWARD CONSIDERATION. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. Lowest Price Technically acceptable, seller MUST supply the deliverables outlined in the 1st Standard Bid Term All questions, in regards to this buy, MUST be emailed to clientservices@fedbid.com (and NOT to any other address) by using the Submit a Question button. All questions must be received by Thursday, April 15th, 3:00pm (EST). This buy will then be reposted with Q&A based on the questions that are received (if applicable). There was a discrepancy between the SOW and line item 002 for the Vicon 16 Channel DVR the correct quantity is one (1) vs. five. The amount was changed on the FedBid but not in the SOW.
