Description
The The U.S. Army Natick Soldier RD&E Center (NSRDEC), National Protection Center is inviting manufacturers to provide information on RAPID DEPLOYMENT SHELTER SYSTEMS. The FEMA Authorized Equipment List (AEL) item number for this equipment is 19SS-00-SHEL (Systems, Shelters, Rapid Deployment). The requested information will be included in the Rapid Deployment Shelter Systems market research. By providing information in response to this RFI, you agree that the System Assessment and Validation for Emergency Responders (SAVER) Program may use both the equipment information and any provided images in SAVER outreach. Review of this information is being performed for DHS, Science and Technology Directorate. DHS established the System Assessment and Validation for Emergency Responders (SAVER) Program to conduct comparative assessments and validation activities that provide the emergency responder community with information on important products and services. Visit the SAVER Program Web site at https://saver.fema.gov for more information on the SAVER program. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. The intent of this market research will be to provide the emergency response community with feedback on the commercially available Rapid Deployment Shelter Systems that can be used by First Responders. The results of the market research will not yield a determination of what product is best, nor shall the NSRDEC NPC endorse any product or manufacturer. Responses to this RFI shall be formatted in accordance with the RFI template file which can be obtained by contacting the project officer via email (Mr. Samuel Pitts Samuel.Pitts@us.army.mil). The RFI template file (MS EXCEL) will require the following information regarding your company : your company name, whether you manufacture or distribute, address, point of contact, telephone, fax, web address, and e-mail address. The template also requests the following information, as applicable, regarding the Shelter: 1. Suggest Primary Purpose/Target Audience, 2. Provide overview of technologies used in system, 3. Number of Personnel unit can support, 4. Key performance characteristics (wind, snow, load, etc), 5. Industry standards and/or unique certifications, 6. Direction of current research, 7. Provide picture of shelter, 8. Cost (Purchase price and projected life cycle cost including maintenance and disposal if applicable), 9. Size/Weight (pre and post set up), 10. Expandability/Modularity, 11. Complex-ability (attaching multiple units together), 12. Available colors, 13.Number of windows, 14. Set Up/Strike Time, 15. Describe training necessary to set up, 16. Describe training availability, 17. How many trained and untrained Individuals necessary for set up, 18. Sturdiness, 19. Durability (expected life span), 20. Temperature ranges, 21. Availability of accessories and additional costs (cold weather kits/insulation, lights, power distribution, furniture, water systems, additional protection capabilities such as from ballistics, etc), 22. If there has been any company or government recalls on products, 23. Transportation requirements, 24. Tools necessary for set up, 25. Warranty information, 26. Average wait time for delivery after order placed,., 27. Site preparation requirements, 28. Provide overall maintenance concept, 29. Description of recurring maintenance requirements (Include Mean-Time-To Repair), 30. Availability of spare parts, 31. Availability of repair parts and sources of supply. The submitted information will be evaluated for potential consideration in a SAVER equipment assessment. Follow-up requests for feedback should not be made through the Fed BizOpps posting agency. Vendors may be contacted following submission for more detailed information. Vendor provided information may be reformatted for publication in SAVER Program documents. Submittals: Information about a particular brand/product should be submitted in electronic (MS Excel) format by 4:00 pm EST on 6 May 2010 by e-mail to Susan Hubert at susan.hubert@us.army.mil and Samuel Pitts at Samuel.pitts@us.army.mil. If submitting via e-mail, put RFI Rapid Deployment Shelter in the e-mail subject line. Submission may also be sent by mail to: US Army Natick Soldier RD&E Center, ATTN: SFAE-CSS-FP-F, Susan Hubert, Kansas St., Natick, MA 01760. Packages must be postmarked by 6 May 2010. All technical questions regarding this RFI should be directed via email to susan.hubert@us.army.mil This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on this basis of this RFI or otherwise pay for the information solicited. Submission of vendor information constitutes consent to publication of that information in SAVER Program documentation.
