- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is H92222-10-T-0005 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40 and Defense Acquisition Circular 20100120 and Defense Change Notice 20100408. This RFQ incorporates the following provisions: FAR 52.212-1, Instruction to Offerors - Commercial; FAR 52.212-2, Evaluation-Commericial Items, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; and the following clauses: FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, DFARS 252.212-7001. No addenda to FAR 52.212-4 apply. The following subparagraphs of FAR 52.212-5(b) apply: (b)(8), (b)(18), (b)(19), (b)(20), (b)(21), (b)(22), (b)(24), (b)(33), (b)(38). The following subparagraphs of DFARS 252.212-7000 apply: (b)(1), (b)(14)(i)&(ii), (b)(19), (b)(23(i)&(iv), and (b)(24) may apply to the resultant contract. Offerors are advised to include a completed copy of FAR 52.212-3 and DFARS 252.212-7001 with their quotation. IAW FAR 52.252-1, Solicitation Provisions Incorporated by Reference, the full text of the solicitation provisions and contract clauses may be accessed electronically at https://www.acquisition.gov/far/index.html. This combined synopsis/solicitation is for the procurement of new or one-time use shipping containers (CLIN 0001). Containers should meet ISO 668 and 1496-1 standards. The containers should measure: 40'x8'x9.6' with double-swing doors on each end and with internal cargo tie-downs every 3 feet along both sides at floor level, forklift pockets and lockbox. Quantity: 8 (eight) each; Delivery Schedule: 15 days ARO; Destination: 7(seven) each to Victorville, CA and 1 (one) each to Irvine, CA. FOB Destination with Inspection and Acceptance at Destination. Awarded vendor will stencil ISO numbers on the containers IAW MIL-HDBK-138B. ISO numbers will be provided by the Government at time of award. Award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The evaluation factors used to evaluate offers are price and past performance. Past performance will be used as part of determining contractor responsibility and is significantly less important than price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. This solicitation is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 332439 The size standard is 500 employees. All responsible offers received by the response date (23 April 2010) and time will be considered. Responses shall be submitted via e-mal to: danita.brewster@socom.mil. The Government will evaluate past performance utilizing the Past Performance Information Retrieval System Statistical Reporting (PPIRS-SR). Offerors are strongly encouraged to review ratings in PPIRS for accuracy as soon as possible.
