- The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) intends to negotiate on a Sole Source Basis under the authority of FAR 6.302-1 for Pen Registers and Title III Interception services with contractors whom have specified access to dedicated phone line services in various locations within the continental U.S. This is a class determination for the required services. The Government has made a determination to not compete the proposed contract on the basis that only the telephone service provider/vendor can provide the required services for pen registers and interception services. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The services as described in this notice will be utilized until such time that all services are completed. Awards will be made utilizing the Simplified Acquisition Procedures under FAR Subpart 13.5. Awardees must be registered in the Department of Defense's (DOD) Central Contractor Registration database (CCR) for electronic Funds Transfer (EFT). The NAICS code is (517210).
