Description
RECOVERY - The U.S. Fish and Wildlife Service (USFWS), Region 5, is issuing a Request for Quotations (RFQ) for the Installation of a Photovoltaic Solar Energy System to the Visitor Contact Station (VCS) located at the Two-Mile Beach Unit (TMBU), Cape May National Wildlife Refuge, Wildwood, New Jersey. Work on this project shall include: Providing a complete and operational solar photovoltaic system. There is a 120 day performance period for this project. The estimated magnitude for the project is between $25,000 and $100,000. This procurement is set-aside for small business. The NAICS code is 237130. Interested firms shall present a minimum of five (5) similiar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the 'Best Value Continuum'. Evaluation of interested firms will be based on: 1) Past performance; 2) Technical ability; and, 3) Cost. The combination of past performance and technical ability will out weigh cost for this project. The proposal schedule will list individual line items designating solar power installation and other related work. Awarded line items willl be made based on availability of funds. The solicitation package includes the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about April 30, 2010. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award. Department of Labor - Davis-Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00 p.m., May 28, 2010.
