- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONDUE TO SOLE SOURCE REQUIREMENT 1. REQUIRING ACTIVITY: Sitka National Cemetery, 803 Sawmill Creek Road, Sitka, AK 99835 2. CONTRACTING ACTIVITY: NCA-CCD, 75 Barrett Heights Rd., Suite 309, Stafford, VA 22556 3. PROPOSED ACTION: Sole Source Procurement for Cemetery Operations for one month to current SDVOSB vendor. 4. DESCRIPTION OF REQUIREMENT: All Cemetery operations for remote cemetery in Alaska, to include interments and grounds maintenance/janitorial service. 5. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION: P.L. 109-461 Veterans Benefits, Health Care, and Information Technology Act of 2006 (Veteran's First Contracting), FAR part 6.302-5 Authorized or required by statute. 38 USC 8127(b). 6. NATURE OF ACQUISITION TO MEET THE AUTHORITY CITED IN PARAGRAPH 5: Current contract ends on April 1, 2010. New competition will not be complete until after the end date. Current contractor is a SDVOSB. Under Veteran's First Contracting, VA has authority to Sole Source to SDVOSB up to $5.5 Million, even if other companies are available. The company is in place and capable of providing service until new competition for contract is complete. 7. DESCRIBE THE ACTIONS TAKEN TO CONDUCT ANY MARKET RESEARCH TO LOCATE SOURCES: Searches were conducted on VetBiz and CCR websites. Research on current contractor shows positive past performance and status as a SDVOSB. 8. CUSTOMER'S SUBMISSION OF PRICE ANALYSIS: Price is $21,000 per month. The quoted price represents about 3% price over the government estimate. 9. ANY ADDITIONAL INFORMATION FOR SUPPORT OF SUBMISSION: Current contractor is a SDVOSB. The company is in place and familiar with the needs. This allows for the easiest continuity of service for the brief period of this contract The managing cemetery is 700 miles away by air. In order to transition to a new contractor for one month the director would have to fly their while the current contractor packed up and the new contractor was put in place. This would put an undue burden on the Government. Extremely short period before service is needed. 10. LISTING OF ANY SOURCES (IF ANY) THAT HAVE EXPRESSED AN INTEREST IN THIS REQUIREMENT: R & B Enterprises 11. FUTURE ACTIONS TO OVERCOME BARRIER TO FULL AND OPEN COMPETITION: Procurement of future services for Cemetery Operations will be competed IAW FAR Subpart 6.2 and publicized IAW FAR Subpart 5. 12.
