Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Intelligent Systems Division, intends to negotiate with Keyence Corporation of America.; Woodcliff Lake, NJ, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to provide a high speed video recording and analysis system based on the minimum specifications detailed below. THIS IS NOT A SOLICITATION. A previous solicitation was posted for these requirements under a small business set aside. There was only one technically acceptable response submitted. However, this response was submitted by Keyence Corporation of America, a large business. This solicitation had to be cancelled due to the non-existence of responsive small business offerors. Based on thorough market research and the results of the previous solicitation, it is NIST's belief that there is only one offeror that can provide a video recording and analysis system that will meet the specifications put forth below. Below is a description of the minimum technical specifications that must be met by the product. 1. Shall be a standalone compact system with built in light source, display monitor and easy to operate remote control. 2. Shall support USB 2.0, LAN and easy interfacing to an external PC. 3. The microscope scale unit shall include zoom lenses with a minimum range of 100X to 1000X magnification, aperture and focus adjustment. The lens mount shall be able to accommodate zoom lenses with a minimum range of 0X to 5000X magnification. The microscope unit shall include a stage with three orthogonal X, Y, Z axes adjustable movement capability of a minimum range of 75 mm for X-axis, 50 mm for Y-axis, 45 mm for Z-axis and 3600 rotation about the vertical Z axis. The lens mount shall have a minimum pitch angle range capability of 1500. This unit shall have a coupling for interfacing with the digital color camera described below. 4. The macro scale unit shall include zoom lenses with a minimum of 6X magnification, aperture and focus adjustment. The lighting shall allow focus, pitch and position adjustment. The macro scale unit shall include a movable stand with a range of 61" height and 25" boom, with easy pitch and yaw angle adjustments and position locking mechanisms. This unit shall have a coupling for interfacing with the digital color camera described below. 5. Shall include a digital color camera with a minimum resolution capability of 2,700,000 pixels, a recording rate capability range of 250 to 24,000 frames per second and an auto, manual and long electronic shutter mode of 2 ns to 300 ms exposure time. 6. The controller shall be able to set and save important operating parameters like camera shutter speed and frame rate and shall be able to record video for a minimum of 60 hours. 7. Shall be equipped with video editing software, which can resize, trim, rotate, touch up, comment, provide dimensions, JPEG 2000 compression and still image extraction. 8. Shall be equipped with a flexible trigger that can operate at start, end, center and custom setting. 9. Shall be equipped with an in focus composite image capability, which shall allow compiling images of irregular surfaces from different height locations. 10. Shall be equipped with a 3D composite image capability. 11. Shall be equipped with image halation removal capability. 12. Shall be equipped with recorded video moving target analysis software that can calculate the distance, speed, acceleration, angle, angular speed and angular acceleration of the target motion. The NAICS Code is 334310 with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Keyence Corporation of America for this requirement. It is NIST's belief that Keyence Corporation of America is the only contractor capable of providing a product that will satisfy the above requirements. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
