- Description
- In accordance with FAR Part 5.207, the Strategic Systems Programs (SSP) is hereby provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for non-commercial professional services. The contract shall require engineering, management and program support services for: (1) Integrated Nuclear Weapon Security and Transit Protection System, (2) Nuclear Weapon Security Program, (3) Nuclear Weapons Surety, (4) Nuclear Weapon Security Training, SSBN Security Support, and (6) Ohio Class Replacement Program Support. It is anticipated that there will be an award of one (1) Firm-Fixed Price (FFP) Level of Effort (LOE) type contract for one (1) base year with four one (1) year optional period of performances. This requirement will be solicited on a full and open competition basis pursuant to FAR Subpart 6.1 Full and Open Competition. The SSP will make award to the responsive, responsible firm, whose proposal most advantageous to the Government (best value procurement), technical and cost/price considered. The Government may or may not award to the low price offeror. The resulting contract will also include a provision which gives the Government the option to increase the level of effort up to thirty percent (30%) over the level of effort provided for in the contract. Performance is scheduled to begin on or before 26 November 2010 and continue for one year, with four one-year option periods. To be eligible for award, an offeror must have a TOP SECRET facility clearance at time of contract award. Offerors shall be registered in the Central Contractor Registration (CCR) at the time of contract award. You may register via the internet at: www.ccr.gov. At the time of contract award, the offeror must possess all of the means necessary for storing, hosting, and maintaining all of the specialized applications and databases cited in the statement of work. This notice in not a request for proposals and in no way obligates the Government to award any contract. Numbered notes are not applicable to this requirement. A formal Request for Proposal N00030-11-R-0013 shall be posted to the Federal Business Opportunities (FedBizOpps.gov) website on or 10 days after the published date of this Pre-Solicitation Notice. The distribution of the resulting solicitation will be accomplished solely through the FedBizOpps website http://www.fbo.gov/. Hard copies of the solicitation documents will not be available, therefore no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps site. Interested parties are responsible for monitoring this site to assure that they have the most up-to-date information on the acquisition.
