Description
Statement of Work SOURCES SOUGHT NOTICE. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF A RESPONSE TO THIS NOTICE SHALL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. This is a SOURCES SOUGHT NOTICE to conduct market research to determine whether or not adequate competition exists among qualified small businesses for a small business set- aside acquisition. Thus, small businesses, in particular, are encouraged to respond to this synopsis. The Centers for Disease Control and Prevention (CDC), National Center on Birth Defects and Developmental Disabilities (NCBDDD) has a requirement for immediate and on-going storage and inventory management of biologic specimens collected under two projects: the National Birth Defects Prevention Study (NBDPS), and the Division of Blood Disorders' projects for the reduction and prevention of complications due to blood disorders. The requirement is for a business to provide a state-of-the-art biologic specimen storage facility that includes sufficient storage capacity for future growth and a high quality inventory management system that allows timely entry and retrieval of specimens and maintains accurate historical records. Prospective offerors are invited to submit a Statement of Capabilities (SOC) to demonstrate the depth and breadth of their professional and scientific capabilities to perform the services described in the attached Statement of Work (SOW). Agencies qualified to do business with the United States Government (USG) shall be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov/ and not on the Excluded Parties List System (debarred list) at https://www.epls.gov/epls/search.do. They shall have the capability to provide the above referenced support services. The Statement of Capabilities (SOC) shall include the following information: • A one page introduction of your company that includes your company name, address, point of contact, phone/fax/email, and business size and status (e.g. small business, 8(a), veteran-owned small business, service-disabled veteran owned business, HUBZone, small disadvantage business and women-owned small business). • Two examples of teaming arrangements and work performed of the same or similar nature to the attached statement of work. Provide the contract types and dollar values. • Discuss your capabilities, resources (e.g. personnel, facilities, ability to subcontract services not otherwise available in-house), technical knowledge and experience.
