- This announcement is a notice of intent to award a sole source contract for a six-month period. The Fort Hood Directorate of Contracting intends to enter into a non-competitive interim contract with the incumbent contractor, Northrop Grumman Space & Mission Systems Corp., 12900 Federal Systems Park Dr, Fairfax, VA 22033-4421, for the period of 1 Jul 31 Dec 2010. The incumbent is a large business under NAICS 561210, Facilities Support Services (Small Business Size Standard is $35.5M). The contract action calls for the contractor to provide all resources and management necessary to perform range operations, management of Government furnished property, equipment maintenance and repair, ground repair, Automated Data Processing (ADP) and digital range target repair and support services at Fort Hood, Texas. The resultant contract will be a Cost Plus Fixed Fee contract. The current contract expires on 30 June 2010 and the service is critical to sustainment of performance during the procurement of the follow-on contract action. Award of this interim contract to another contractor would entail a significant effort to phase-in, inventory and inspect a significant amount of government furnished property, and acclimate to the Fort Hood optempo. It is therefore determined that there is the likelihood that a new contractor would suffer undue risk attempting to manage phase in and provide continued high level contract support, making the attempt costly and inefficient for all parties.
