Description
This is an American Recovery and Reinvestment Act of 2009 (ARRA) Procurement. The U.S. Forest Service, EROC-NW servicing Region 6 has a requirement to restore feeder trails to the Pacicic Crest Trail. This project consists of hand construction on four trails within the Three Sisters Wilderness, on the Deschutes National Forest. The four trails included in this project are: #2, Horse Lake Trail (1.5 miles long), #3, Island Meadows Trail (1.1 miles long), #14, Six Lakes Trail (5.2 miles long), and #20 Mirror Lakes Trail (3.9 miles long). Work consists of constructing 177 rock waterbars and maintaining 351 existing rock and log waterbars in accordance with plans and specifications. Only conventional wilderness hand construction methods are allowed on the trails. A negotiated, firm, fixed-price contract is contemplated requiring submission of a price proposal and a technical proposal. The magnitude of construction is between $$25,000 and $100,000. Work is estimated to statrt on or about June 15, 2010 with a completion date of September 15, 2010. This procurement is unrestricted (open to all offerors) under FAR Subpart 19.10 - The Small Business Competitiveness Demonstration Program Act of 1988. Contractors are required to be registered with the Central Contractor Registration (CCR) and the On-line Representations and Certifications Application (ORCA). The solicitation with specifications, drawings and wage rates is expected to be posted to the https://www.fbo.gov/ website within the next 30 days. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the solicitation package (Request for Proposal) and any applicable amendments, offerors must download them from the aforementioned website.
