Description
STATEMENT OF WORK WEB HOSTING for MINORITY BUSINESS DEVELOPMENT AGENCY MINORITY ENTERPRISE DEVELOPMENT WEEK (MED WEEK) WEBSITE I. Background a. The Secretary of Commerce is authorized by Executive Order 11625 to coordinate and develop public and private sector activities that advocate and assist in the development and growth of minority-owned businesses. b. The recognition of Minority Enterprise Development (MED) Week began with a Presidential Proclamation in 1983 whereby one week, on an annual basis, the nation would celebrate the accomplishments and contributions of minority entrepreneurs. The Minority Business Development Agency (MBDA) of the U.S. Department of Commerce, in collaboration with the U.S. Small Business Administration and other public and private sector partners, sponsors of the annual National MED Week Conference. Preceding the National MED Week Conference are (5) five Regional MED Week conferences sponsored by MBDA's regional offices in Atlanta, Dallas, Chicago, New York, and San Francisco. Many of MBDA's funded centers also host a MED Week event to recognize local minority business enterprises and to raise the Center's visibility as a resource for minority entrepreneurs. c. The National MED Week Conference serves as a forum for presenting minority business development issues and accomplishments through plenary sessions, seminars, business opportunity fairs and other networking events. The Conference culminates with an Awards Gala which recognizes successful minority business enterprises, advocates and corporations for their outstanding contributions and support of minority business development. Past conferences have also included a youth track for about 50 students, a Business to Business Linkage Forum, an Access to Capital Networking session, a White House Reception and a Business EXPO. The National MED Week Conference has gained the reputation as a high quality conference with prominent speakers, effective networking sessions, skill-building workshops and a growing audience. During the 3 to 3 ½ day event, over 1,000 people are in attendance. A contributing factor to this success is the medweek.gov website. The website is used as a marketing and promotions tool, a forum to communicate with stakeholders, a mechanism to enhance customer relations and a vehicle to increase the Agency's client base. It is critical that a reliable, cutting edge web hosting service provider is on board to host the medweek.gov website on a yearly basis. II. Scope - The web hosting service contractor is responsible for providing the necessary personnel to perform the Work Requirements/Specifications of the Statement of Work during the performance period of the contract. The Agency wants to create a new, more user friendly, media rich website and requires web hosting services that support all MED Week activities. Reliable web hosting services are extremely critical during, after and three months prior to actual event date. The Work Requirements and Specifications are provided in one primary area of responsibility: A. Website Hosting III. Work Requirements Web Hosting - to include the following minimum requirements: a. Provide a zero-downtime network infrastructure to support the traffic and content of the website b. Ability to support medium to high volume web traffic and traffic spikes as necessary, especially three months prior to MED Week conference dates c. Provide high performance bandwidth, both incoming and outgoing, before, six months prior to, during and after MED Week conference dates d. Provide a minimum of 20 gigabytes of storage capacity with the option to increase, if necessary e. Content management system for the creation and updating of content, and/or root access to install necessary software f. Ability to upload via (SFTP) or a Web interface g. Web analytics reporting capabilities that are timely, accurate and complete, and/or root access to install necessary software h. Customizable design templates, and/or root access to install necessary software i. Support of Web 2.0 applications (Blogs, social networking, etc.) j. Support of Media Rich (audio, video, images) technologies k. Database development and support capabilities l. Survey and newsletter creation and dissemination capabilities m. Support 365/24/7 n. Provide a secure infrastructure equipped with security techniques and technologies necessary to ensure maximum security o. Routine security patches and updates on any appliance that is utilized for hosting p. Data backup and network redundancy q. Operating system and software options and support r. Allows for and supports the latest web technology according to industry standards The specifications outlined above represent broad and minimum requirements. The Agency reserves the right to expand the requirement based on necessity and future technologies.
