Description
Justification for other than full and open competition This notice is provided for informational purposes only. This requirement will be fulfilled by the National Academy of Sciences. As the pre-eminent advisor to the federal sector in scientific and technological matters, the National Academy of Sciences is uniquely qualified to bring together knowledgeable individuals from industry, government, and academia in a workshop format, and to appoint an ad hoc committee of experts in the field to provide required information and advice targeted to the specific audience on a short timeline. The full justification for other than full and open competition is attached. The proposed action will not be firm-fixed price, as GSA cannot accurately estimate the costs associated with this requirement with any reasonable degree of certainty. The National Academy of Sciences will be required to host two workshops and deliver a final summary report. However, the level of effort required to coordinate the workshops, as well as the actual location, duration, and time of the workshops are all unknown. Additionally, the level of effort required for the summary report will be largely dependent upon the results of the workshops. All of these variables will impact the final cost of the requirement. As a result, GSA will reimburse the National Academy of Sciences based on its fiscal year 2010 provisional rate agreement and other costs incurred. The final report will be made available to the public without restrictions.
