Description
THIS NOTICE WAS CREATED IN ACCORDANCE WITH FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. RECOVERY - FOR INFORMATIONAL PURPOSES ONLY IN COMPLIANCE WITH THE TRANSPARENCY AND ACCOUNTABILITY REQUIREMENTS ASSOCIATED WITH THE AMERICAN RECOVERY AND REINVESTMENT ACT. In addressing FAR Subpart 5.7—Publicizing Requirements Under the American Recovery and Reinvestment Act of 2009-The Department of Health and Human Services/Food and Drug Administration intends to issue a solicitation for a requirement that if awarded will result in an IDIQ contract that will be funded “in part” by Recovery funds. Meaning, some future task orders issued against the IDIQ will not use ARRA funds at all, while others will be funded “in whole” with ARRA funds. Immediately upon execution of the IDIQ contract, the Government intends to issue a first task order. This first task order will be titled: “RECOVERY-ARRAOS Task Order 0001.” It is anticipated that the first task order will have an 18 month performance and will be funded entirely and exclusively with ARRA Funds. The task order conforms to all ARRA requirements. THE NAICS CODE IS 541519, WHICH CARRIES A SMALL BUSINESS SIZE STANDARD OF $25 MILLION. This upcoming requirement is for technical support in converting legacy study data and metadata into standardized structured electronic datasets in a timely and cost-effective manner. To this end, the Contractor shall provide data management specialists, biostatisticians, epidemiologists, statistical programming, clinical informaticists, and other expertise as necessary to advise on the details of particular data standards of interest and complete legacy data conversion services to deliver standardized datasets. The Contractor shall also develop and use tools and processes to organize, standardize, transform, and validate the converted study datasets.
