- R-Professional Service – Commander Navy Installations Command (CNIC) has a requirement for Liaison Support Services –RFP-No. HDQMWR-10-R-0040. Services will be acquired using a Time and Material, IDIQ Contract for a Base year and four (4) optional years. CNIC will be acquiring this contract with NON-APPROPRIATED FUNDS (NAF). The Military Community and Family Policy (MC&FP) mission is to develop policy and program guidance for the department’s military personnel and family support systems that assist commanders, service and family members during the military life cycle. Many of the issues within MC&FP areas of responsibility require the involvement of State Governments in setting statute and policy and/or ensuring the execution of those statutes and policies. Some of the duties required include coordinating and promoting efforts of the Department of Defense to engage state governments on quality of life issues impacting service members and their families. The marketing of initiatives and relationship building with state officials including Governors and senior staff, state legislators and other state officials is a part of this project. The liaison officers under this requirement will develop and coordinate collaborative partnerships with state government officials, their staffs, and national associations of state government officials to provide policy support. To evaluate, recommend changes and assist in the development of policies and strategies is a part of this contract function. Facilitating and promoting partnerships, and conducting one-to-one consultation; developing and executing marketing plans, assisting in event planning and accomplishing individual office administration. Personnel provided under this requirement must possess working knowledge of military protocol when addressing Officers, Non Commissioned Officers and Government personnel.
