- Description
- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to Oman Systems, Inc. (OSI) for a license subscription to OSI's bid-tabs highway construction cost data. The anticipated award will include a year subscription with FHWA options to purchase one or two additional yearly subscriptions. The subscription is expected to provide FHWA with quarterly data, technical support, program upgrades, and access to OSI's customer network. The subscription will support the National Highway Construction Cost Index (NHCCI). This is anticipated to be a simplified acquisition with an expected award the week of May 3rd, 2010. OCI is uniquely qualified for this procurement. FHWA developed the NHCCI to use OCI data due to the comprehensive, precise, detailed, and current nature of OCI data. To continue production of the NHCCI, FHWA requires on-going acquisition of OSI datasets. To maximize the utility of the NHCCI, the index must have a complete and consistent set of data with variables that stay constant from year-to-year. If the same dataset is not used, the entire software application would have to be revised to accommodate the new data and consistency with earlier index results would be invalid. As a result, a substitute for OCI would require FHWA to redesign its NHCCI application, which would be unreasonably costly and time-consuming and would substantially lessen the benefit of the NHCCI because there would not be consistency over time. All responsible sources may submit a response identifying their interest and capability to respond to this requirement, which will be considered by FHWA. Information received by FHWA will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed contract action is for products and services which FHWA intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulations 6.302-1 and 13.501. This notice of intent is not a request for competitive proposals.
