Description
Request for Information (Sources Sought Notice) – DOL101RI20256 Technical Assistance for Generation 3 Reintegration of Ex-Offenders Initiative The U.S. Department of Labor is seeking qualified contractors that can provide programmatic technical assistance for the Reintegration of Ex-Offenders Initiative (RExO) and continual technical support and trouble shooting for its Web-based MIS system utilized by grantees. The activities of this initiative are being undertaken by the Employment and Training Administration (ETA). We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541611, Management, Scientific and Technical Consulting Services, and the Small Business Standard is $7.0 million. The Reintegration of Ex-Offenders Initiative is a demonstration grant program administered in 3 different generations by ETA to support the successful return of ex-offenders to their communities. This initiative relies heavily on Faith-based and Community-based Organizations (FBCOs) to develop partnerships with service providers and deliver rehabilitation services for the formerly incarcerated. For generation 3, ETA awarded 18 FBCOs grant funds to design and expand programs that provide job training, housing, mentoring, and transitional services that help ex-offenders avoid recidivism and become contributing members of their communities. The contractor will support ETA’s efforts to help the 18 FBCOs design and implement programs to strengthen urban communities through an employment-centered ex-offender re-entry program that incorporates mentoring, job training, and other comprehensive transitional services by providing a complete range of TA and MIS support. Additionally, the contractor will be responsible for providing a wide range of critical subject matter expertise on case management, employer engagement, workforce system engagement, retention, follow-up, recidivism reduction, and occupational skills training. Activities to be undertaken may include: •Assessing technical assistance needs; •Developing technical assistance strategies; •Researching and documenting available technical assistance resources; •Providing technical expertise, coaching, and mentoring on a broad array of ex-offender re-entry topics; •Documenting, analyzing, communicating, and supporting the adoption of best practices; •Developing and implementing peer-to-peer learning exchanges; •Developing and supporting online communities of practice; •Providing logistical support, conference and meeting planning as it relates to the activities above; All contractors responding to this announcement should demonstrate their experience in the aforementioned work by describing relevant engagements underway or completed. Pertinent factors for consideration of qualifications are the primary contractor’s demonstrated experience with the following tasks. 1.Developing a plan to enlist and coordinate technical assistance coaches, who have verifiable experience working with either released prisoners or employment programs. This group should include individuals who demonstrate expert knowledge of key programmatic areas that include case management, employment, engagement of workforce system, transitional housing, and mentoring or life-coaching for returning offenders. 2.Providing continual technical support including trouble shooting, problem solving, and training to grantees on a web-based MIS reporting system; and assisting sites in preparing and submitting reports. 3.Demonstrate knowledge and ability to help sites develop effective practices for using MIS data to improve their program outcomes. 4.Planning and managing technical assistance meetings and/or conferences, including all pre-conference work, development of the agenda, hotel and meeting space logistics, support for speakers and presenters, announcements, registrations, conference materials, post-conference wrap-up, conference proceedings, and evaluation. 5.Promoting and supporting ongoing communication among grantees and with responsible government agencies. 6.Utilizing, supporting, and promoting an online collaborative workspace to disseminate and store information and resources for grantees. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL.
