- Request for Information/Interest for Staff Augmentation Engineering Services for USDOE/NNSA Pantex Plant Babcock & Wilcox Technical Services Pantex is the managing and operating contractor for the USDOE/NNSA Pantex Plant. As the Management & Operating (M&O) contractor for the Pantex Plant, B&W Pantex has the responsibility for providing engineering under the relevant DOE guidance. B&W Pantex is soliciting interest in providing engineering support personnel for B&W Pantex. These services will consist of architectural, mechanical, electrical, structural (civil), Industrial and fire protection, engineering assignments. The tasks will cover a range of technical and administrative functions to support and or improve engineering and departmental performance. The tasks will vary in nature and carry intent to develop improved technical processes for system efficiencies and reliability, to perform technical studies for cause analysis and corrective actions, and to provide engineering services ranging from simple facility modifications up to significant construction projects requiring “cradle-to-grave” services. The term system relates to both facility/plant infrastructure systems and administrative systems as they relate to engineering management. This scope includes, but is not limited to support in project management, engineering services, construction services, and administrative services. B&W Pantex anticipates the issuance of a Request for Proposal (RFP) for Engineering Staff Augmentation Support Services to interested respondents during the week of April 26, 2010. The RFP will be issued for three Basic Ordering Agreements with a base period of two (2) years and three (3) one-year option periods. Releases will be issued from the basic ordering agreement. The terms and conditions of the agreement will also require that the Engineer that is under contract with B&W Pantex through the form of a release from the Basic Ordering Agreement can only be contracted with for a total of two years and cannot be issued a new Release from the agreement within 6 months of the end date of the previous release. There will be no guaranteed minimum dollar amount or number of Releases off of the Basic Ordering Agreement. It is estimated that the total value of all releases issued from this basic ordering agreement will be between $1,000,000.00 and $5,000,000.00 over the duration of the agreement. Babcock & Wilcox Technical Services Pantex, LLC (B&W Pantex) does not intend to award a contract on the basis of this request for information (RFI) and is under no obligation to proceed with the RFP. The request does not obligate B&W Pantex or the government to the expenditure of funds or to pay for the information solicited. This is as a request for information and interest only.
