- The U.S. Department of Health and Human Services, Program Support Center, Division of Acquisitions Management on the behalf of the Indian Health Service (IHS), intends to award a contract on a sole-source basis to Chickasaw Nation Division of Commerce, 2020 East Lonnie Abbott, Ada OK 74820. The Government intends to negotiate with only one source under the authority of FAR 6.302-1(a) (2). This procurement will be awarded under Part 15 of the FAR Contracting by Negotiation. The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is the principal health care provider and health advocate for American Indian and Alaska Native people. The IHS provides a comprehensive health service delivery system for approximately 1.9 million American Indians and Alaska Natives who belong to 564 federally recognized tribes in 35 states. The Resource and Patient Management System (RPMS) is the health information system that supports the provision of patient care services at Indian Health Service and Tribally operated health care facilities across the nation. IHS and Tribes operate some 40 hospitals that use the RPMS. All of these facilities have Emergency Departments, Urgent Care clinics, or both. Many outpatient facilities also have busy Urgent Care operations. Patient and staff workflows in these settings are different than in general clinic settings; users have requested a "dashboard" capability to permit clinicians and managers to efficiently allocate available resources (rooms, providers, ancillary staff) to promote patient safety and improve flow through the system. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise, qualifications, and experience to perform the work described above. Interested parties who feel that they are capable of fulfilling this requirement may identify their interest by providing clear and comprehensive information supporting their claim, inclusive of references listing contact person(s) and phone number(s). This notice of intent is not a request for competitive proposals. No solicitation document is available; therefore, requests for such documents will be considered invalid responses. However, all information received within 15 days of the publication of this notice will be considered by the Government. A determination by the Government not to compete this requirement is solely within its discretion. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received within 15 days, the Government shall negotiate and award to the Chickasaw Nation Division of Commerce.
