- 1. OMDAC-SWACA Pre-Solicitation Conference A. The National Capital Region Contracting Center (NCRCC) will host a pre-solicitation conference on 26 May 2010 at Fort Huachuca in the Greely Hall Auditorium (Building 61801, Room 1215). Registration will be held between 0700-0750 at the entrance of the auditorium. The conference is scheduled from 0800-1600. Fort Huachuca is a closed military installation and those wishing to participate in the pre-solicitation conference must provide a drivers license or ID, vehicle registration and proof of vehicle insurance at Fort Huachucas main and east gates. Directions to Fort Huachuca from the Tucson International Airport and a Fort Huachuca map are provided as attachments. Please allow additional time to arrive at Greely Hall as construction at the main gate is on-going causing traffic delays at both gates. B. Secret level security clearances are required for attendance at the conference. Attendance shall be limited to no more than five (5) representatives per firm. Proof of identification for each individual will be required for access into the conference. Companies planning to have representatives attend the pre-solicitation conference will be required to fill out the Pre-Registration form provided as an attachment to this notice. The form shall include their name, company name, cage code, date of birth, and security clearance level. The attendees shall return the completed Pre-Registration form via e-mail to the contracting office point of contact, Mr. Andrew DeLozier, andrew.delozier@us.army.mil no later than 5:00 pm (Arizona/MST) on 21 May 2010. Additionally, all attendees will be required to have their company Facility Security Officer (FSO) complete a visitor request submission through the Joint Personnel Adjudication System (JPAS) at http://www.dss.mil/diss/jpas/jpas.html. Please ensure that the JPAS submission is filled out identically to the request below. The OMDAC-SWACA pre-solicitation conference will be held in Greeley Hall,Ft. Huachuca, AZ with NETCOM/9th SC (A) and will be at the Secret classified level. Contractors are required to send their clearances through JPAS to the following location. SMO Code: WCD2994 Reason for Visit: Pre-Solicitation Conference POC: Andrew DeLozier / OMDAC-SWACA POC Phone: 520-533-0137 Date of Visit: 2010 05 26 All visit requests are to be submitted no later than 5:00pm (Arizona/MST) on 21 May 2010. We will not accept any late requests due to the anticipated large number of attendees at this conference. The NETCOM/9th SC (A) G2 security point of contact is Danielle Davis. However, site information and conditions, including a secret classified photographic slide-show, will be briefed at the pre-solicitation conference and a question/answer session will be held during the conference. Attendees should be advised that the following items are NOT allowed in the auditorium: Cell phones, Pagers, Recording Devices, Photographic Devices, Laptops, PDA Devices and other electronic devices. Additionally, attendees will not be allowed to take notes during the Secret classified level photographic slide show, therefore writing instruments and paper will not be allowed in the auditorium for the morning portion of the conference. Storage will NOT be provided for your personal items. D. A copy of the conference agenda will be posted to FEDBIZOPPS prior to the conference for planning purposes. E. Questions and/or responses discussed at the pre-solicitation conference will be posted on the FEDBIZOPPS website. All questions must be submitted to the Contract Specialist, in writing at the conference or via e-mail at jessica.williams11@us.army.mil by 2:00pm Arizona/MST on 4 June 2010. The Government does not guarantee that it will answer any questions received later than this date. 2. Draft Request For Proposal A. The NCRCC anticipates the issuance of a Draft Request For Proposal (DRFP) for the OMDAC-SWACA acquisition on or about 17 May 2010. B. The DRFP and attachments, when released, will only be available on the FEDBIZOPPS website. Please do not call to request copies of the DRFP. It is anticipated that any comments or questions on the DRFP will be required to be submitted via e-mail to jessica.williams11@us.army.mil not later than 2:00pm Arizona/MST on 4 June 2010. 3. Solicitation Updates The Government requests that industry utilize the FEDBIZOPPS website as their source for obtaining updates regarding this acquisition.
