- Rental of Oil Distributor and Operator, Yellowstone National Park, Grand Teton National Park, and Devils Tower National Monument4/15/2010 1) GENERAL INFORMATION: This announcement constitutes the only solicitation; offers are being requested and a separate solicitation will not be issued. This solicitation is issued as Request for Quote #Q1574105016. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6 and supplemented with additional information. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the offeror providing the best value to the Government. NAICS code: 532412; Small business size standard: $7.0 Million. The proposed contract is 100% set-aside for small business concerns. All responsible small business concerns may submit an offer which shall be considered by the National Park Service (NPS). The anticipated award date is on or about April 23, 2010. Address questions regarding this solicitation to Andy Fox at Andy_Fox@nps.gov or 307-344-2149. 2) STATEMENT OF WORK: Yellowstone National Park requires the rental of an oil distributor with experienced driver in four (4) different locations this summer. The locations for use of the distributor will be from Canyon to Fishing Bridge, Lewis Lake to South Entrance, Tower Junction to Northeast Entrance with the possibility of adding an option from Canyon to Norris. The distributor will be used from South Entrance into Grand Teton for a chip seal project. The distributor will also be used in Devils Tower National Monument in Hulet, Wyoming for a chip seal project. The distributor being provided must have a 4,000 gallon capacity and be according to the specifications listed below: 1. Computerized rate control system capable of +/-.01% per square yard2. Tank must have heating capabilities3. In cab controls for all spray bar functions4. Full circulating spray bar, capable of 20 foot spray width5. Capable of unloading tankers without assistance from other sources. Tentative Schedule: 7/12/2010 - 7/15/2010Chip seal in Yellowstone / Lewis Lake to South Entrance approximately 10 miles.7/19/2010 - 7/22/2010Chip seal in Yellowstone / Canyon to Fishing Bridge approximately 16 miles.7/26/2010 - 7/29/2010Chip seal in Grand Teton / South Entrance of Yellowstone to approximately 16 miles south. Chip seal is approximately 10 miles, and fog seal same project.8/2/2010 - 8/5/2010Fog seal in Yellowstone National Park / Tower Junction to Northeast Entrance approximately 29 miles.8/24/2010 - 8/25/2010Chip seal Devils Tower National Monument, in Hulet, Wyoming approximately 4.5 miles. Quoters should to include costs for mobilization to each Park unit, per diem for driver and daily rate for distributor. Line Item #1: The contractor shall transport oil distributor and operator to Yellowstone National Park for use at the above locations during 7/12/2010 - 7/15/2010, 7/19/2010 - 7/22/2010, and 8/2/2010 - 8/5/2010. Line Item #2: The contractor shall transport oil distributor and operator to Grand Teton National Park for use at the above locations during 7/26/2010 - 7/29/2010. Line Item #3: The contractor shall transport oil distributor and operator to Devils Tower National Monument for use at the above locations during 8/24/2010 - 8/25/2010. Delivery: The contractor shall adhere to all roadway use regulations. 3)CLAUSES AND PROVISIONS: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. Provisions and clauses noted below may be accessed at http://www.acquisition.gov/far/index.html. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of offers meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factors and their associated acceptability standards are: 1. Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The offeror must receive at least a satisfactory past performance rating by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of offeror's past performance, and / or references obtained from any other source. Paragraph "b" of the provision is hereby replaced with the following: The Government will evaluate offers for award purposes on a line item basis. The Government reserves the right to award any, all or none of the line items to one or multiple offerors based upon achieving the best value to the Government. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: all Offerors shall complete and submit the provision to the Contracting Officer with their offer if they do not have an active listing in ORCA (Online Representations and Certifications). Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Prohibition on Text Messaging and Using Electronic Equipment Supplied by the Government while DrivingExecutive Order 13513, Federal Leadership On Reducing Text Messaging While Driving, was signed by President Barack Obama on October 1, 2009 (ref.: http://edocket.access.gpo.gov/2009/pdf/E9-24203.pdf). This Executive Order introduces a Federal Government-wide prohibition on the use of text messaging while driving on official business or while using government-supplied equipment. Additional guidance enforcing the ban will be issued at a later date.
