Description
A MARKET SURVEY is being conducted to determine if there are adequate Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: A MARKET SURVEY is being conducted to determine if there are adequate contractors for this proposed Design-Build project which meet the specific criteria for a competitive set-aside award. Army Reserve Center Houston Woodlands, Texas Montgomery County, Texas. Short Project Description: Construct an Army Reserve Center (ARC). Primary facilities include construction of an 800 member ARC training building with 66,222 sf, Vehicle Maintenance Shop (VMS) with 12,365 sf, unheated storage building with 4,405 sf, and organizational vehicle parking of 28,710 sy. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Design Bid Build; Construction Only. Construction cost $15M to $30M. Criteria: Provide descriptions your firms past experience on projects with greater than 90% construction complete or those projects completed within the last five years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include new construction of: national guard armories, army reserve centers, armed forces training centers, office complexes, education facilities, vehicle maintenance shops, and multi-story/multi purpose complexes. b. Projects similar in size will include new construction projects with a single building or multiple buildings with a combined total of 45,000SF. Construction of pre-engineered buildings must account for greater than 70% of the projects combined SF. c. Projects of similar dollar value will be new construction projects with an original contract amount in excess of $18M. With each project experience provided, include current percentage of construction complete and the date when it was or will be completed. For each project submitted include the original contract amount, modification costs, and size of the project (stories, SF, etc&), any mentor protg relationships, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project. Based on definitions above, for each project submitted include: a.current percentage of construction complete and the date when it was or will be completed. b.scope of the project c.size of the project d.dollar value of the project: e.the portion and percentage of work that was self performed, f.whether the project was design/build or not All interested contractors should notify this office in writing by mail by April 29, 2010, 2:00 PM Louisville local time. Responses should include: (1) Identification of the company as a Small Business and if applicable, the type of SBA program(s) (HubZone, 8(a), Small Disadvantaged Veteran-Owned Business, etc.) as appropriate. (2) past experience should describe completed projects, the percentage of self-performed work, how that was accomplished, demonstrate the ability to complete a project in one construction season without prolonged impact to airfield operations and the performance rating for the work. Similar projects are expected to consist of least 30,000 SF (3) capability of obtaining performance and payment bonds for the project in the dollar range listed above, (4) a statement verifying the contractor will self-perform 20% of the work and how it will be accomplished. NOTE: If qualified/certified Small Businesses do not respond, this planned contract action will be converted to a full and open competition.
