Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-7MN1-S-10-AA09 and is issued as a request for quotation (RFQ). This solicitation is a small business set-aside. The NAICS is 423830, business size is 100 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-39. The USDA, Agricultural Research Service, Areawide Pest Management Research Unit, College Station, Texas has the need for a Fan with Power Unit for a high speed wind tunnel. The following will detail the specific requirements. Purpose: The Aerial Application Technology group is constructing a new high speed wind tunnel in College Station, TX. We are looking for a fan and power unit capable of generating air velocities of at least 220 mph through a 1 ft x 1 ft section. After the air exits the 1 ft x 1ft section, the air jet will discharge into ambient air. The fan and power unit will be mounted on a trailer so it can be moved. A diesel fuel power unit is preferred. Technical specifications for a Fan and Power Unit: 1. Capable of delivering a minimum of 20,000 cfm (Minimum air velocity of 220 mph through 1'x1' section). 2. Diesel power plant preferred. 3. Unit must be capable of variable flow from 8800-20000 acfm, preferably via power plant throttle. 4. Fan performance curves must be included with initial bid. 5. Motor/Power plant must have manual engage/disengage capability with the fan. 6. Unit must have a transition section that goes from fan outlet to a 1'x1' section. Fan outlet does not have to be a specific size. 7. Fan/power plant must be delivered as a stand-alone, ready-to-go unit. Price shall include delivery to the USDA, Agricultural Research Service, Areawide Pest Management Research Unit, 2771 F&B Road, College Station, TX 77845. Final delivery is required no later than 75 days after receipt of order. Each offeror shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. In order to be considered for award offerors shall provide a quotation on company letterhead and include descriptive literature in sufficient detail to evaluate their product against the above minimum specifications. A minimum of 3 references is required and must have received the proposed item within the last three calendar years (Government references preferred but will accept commercial references).
