Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory(NRMRL), APPCD in RTP, North Carolina has a requirement for the purchase of NO/Nox Continuous Emission Monitor (CEM). Amendment 1 responds to questions submitted regarding this solicitation. As a result of the amendment, Attachment A has been revised. The quote submission date has been extended to April 21, 2010. All other terms and conditions remain unchanged. Attachment ARequired Items and Minimum Performance Specifications for ITEM 1: NO/NOx AnalyzerEquipment DescriptionNO/NOx Analyzer - Qty. 2 eachMinimum Specifications - The following are the minimum specifications of the required NO/NOx Analyzers: 1. Must support multiple ranges between 0-30 ppm and 0-3000 ppm inclusive2. Detection principle must be chemiliminescence3. Must have 0-10 VDC (or lower voltage) analog output4. NO2 converter must have efficiency greater than 97%5. Must incorporate instrument diagnostic measurements, including sample pressure, cell temperature, and converter temperature..6. Interface must be 1% or less from 10% CO2 or 3% H2O (non-condensing) gases7. Must exhibit no measurable interference from the following gases - 1000 ppm CO, 100 ppm NH3, 200 ppm N2O, and t00 ppm SO28. Repeatability must be within 0.5% of full scale9. Must be linear within 0.5% of full scale10. Zero/span drift must be less than 0.5% of full-scale/week ITEM 2: NDIR Gas AnalyzerEquipment DescriptionNO/NOx Analyzer - Qty. 1 eachMinimum Specifications - APPCD performs measurements of combustion process emissions. The proposed NDIR Analyzer will be used to accurately measure combustion emissions in support of APPCD's combustion and emissions characterization research programs. The following are the minimum specifications of the required NDIR Gas Analyzer:(1) Must support all of the following measurements/ranges simultaneously within the same unit - 0-25% O2, 0-20% CO2, 0-20% CO, 0-5000 ppm CO (2) Detection principal must be paramagnetic(3) Must have push button zero and span calibration capabilities(4) Must have a backlit LCD readout displaying all measurements in engineering units (e.g., ppn, %)(5) Must incorporate instrument diagnostic measurements, including sample pressure, cell temperature, and converter temperature.(6) Interference must be 1% or less from 10% CO2 or 3% H20 (non-condensing) gases(7) Must exhibit no measurable interference from the following gases - 1000 ppm CO, 100 ppm NH3, 200 ppm N2O, and 500 ppm SO2(8) Repeatability must be within 0.5% of full scale(9) Must be linear within 0.5% of full-scale(10) Zero/span drift must be less than 0.5% of full-scale/week(11) Must have optically isolated digital inputs supporting range switching and auto-calibration(12) Must have digital output relays for range identification and indication of calibration in progress ITEM 3: NDIR Gas AnalyzerEquipment DescriptionNIDR Analyzer - Qty. 3 eachMinimum Specifications - APPCD performs measurements of combustion process emissions. The proposed NDIR Analyzers will be used to accurately measure combustion emissions in support of APPCD's combustion and emissions characterization research programs. The following are the minimum specifications of the required NDIR Analyzers:(1) Must support all of the following measurements/ranges simultaneously within the same unit -- 0-25% O2/0-20% CO2/0-5000 ppm CO(2) O2 detection principal must be paramagnetic(3) Must have push button zero and span calibration capabilities(4) Must have a backlit LCD readout displaying all measurements in engineering units (e.g., ppm,% ) (5) Must have self diagnostic capabilities(6) Must be microprocessor controlled.(7) Must have 0-10 VDC (or lower voltage) analog outputs for each measurement channel(8) Repeatability must be within 0.5% of full scale(9) Must be linear within 1% of full-scale(10) Zero/span drift must be less than 2% of full-scale/week(11) Must have optically isolated digital inputs supporting range switching and auto-calibration(12) Must have digital output relays for range identification and indication of calibration in progress Offerors shall submit 1 copy of their offer, referencing RFQ-OH-10-00081, no later than, April 21, 2010 at 3:00 PM EST to Garry Plear as follows: via email at plear.garry@epa.gov or via fax at 513-487-2107.
