Description
THIS CONTRACTING ACTION IS BEING OFFERED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT. The Forest Service has a requirement for paving at four locations in the Lolo National Forest: Lake Alva Campground Paving; Plains Ranger Station Paving; Seeley Lake Campground Paving; and Parking Lot Grading and Paving for the Superior Ranger Station. Paving with new hot asphalt concrete is a common requirement of all of the projects. In addition, each project incorporates site-specific work items (described below). Lake Alva Campground Paving This project consists of overlaying the road network, parking lot and the internal camping spurs with 2-inch Hot Asphalt Concrete Pavement at the Lake Alva Campground. These areas are currently double shot chip seal surface. The Project also includes the addition of five foot wide walking paths to toilets and water hydrants and regrading of the campground spurs as directed by the C.O. The Lake Alva Campground is located on Highway 83 in the Seeley Lake Ranger District of the Lolo National Forest, Missoula County, Montana. Plains Ranger Station Paving This project consists of overlaying the majority of the existing asphalt surface at the Plains Ranger Station with two inch Hot Asphalt Concrete Mixture. The Project includes partial asphalt reconstruction, sidewalk, and French Drain installation. The Plains Ranger Station is located in Plains, MT. Seeley Lake Campground Paving This project consists of overlaying the road network, parking lots and the internal camping spurs with 2-inch Hot Asphalt Concrete Pavement at the Seeley Lake Campground. These areas are currently double shot chip seal surface. The Project also includes the addition of five foot wide walking paths to toilets and water hydrants and regrading of the camp spurs as directed by the C.O. The Seeley Lake Campground is located on F.S. Road 77 also known as Boy Scout Road in the Seeley Lake Ranger District of the Lolo National Forest, Missoula County, Montana. Superior Ranger Station Paving This project consists of the construction of two parking lots (approx. 160’ x 65’ & approx. 140’ x 60’) and one 24’ wide road by approximately 185’ long using Hot Asphalt Concrete Mixture. Project includes minor landscaping, minimal sidewalk construction and french drains. The Superior Ranger Station is located in Superior, MT. Offerors are also encouraged to review Federal Acquisition Regulation (FAR) provision 52.236-3, Site Investigation and Conditions Affecting the Work (Apr 1984). Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government. For additional information regarding the site, contact Catina McLean at 406-329-3861 The project cost estimate is between $500,000 and $1,000,000. Davis Bacon wage rates will apply. The total performance period is approximately 193 calendar days from July 15, 2010 or from the issuance of the Notice to Proceed (NTP). All responsible sources may submit a proposal which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the offeror will render a proposal ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the Internet at http://www.ccr.gov//. The solicitation package is anticipated to be available electronically on April 28, 2010 with an anticipated closing date May 28, 2010. The NAICS for this requirement will be 238990. NOTE: THIS PRE-SOLICITATION HAS A DUE DATE THAT IS FOR PLANNING PURPOSES ONLY. THE OFFICIAL DUE DATE WILL BE INDICATED IN THE REQUEST FOR PROPOSAL. ARRA Requirement: The Awardee will be subject to Section 1512(c) of the American Recovery and Reinvestment Act which requires each contractor to report on its use of Recovery Funds under the awarded contract.
