- Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by FAR Subpart 6.3, and in accordance with requirements of FAR 6.302-1, the justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.303-2 as follows:1.Identification of Agency/Contracting Activity VA Medical Center, Providence, RI. 2.Nature/Description of Action Contract Project Manager 3.Description of Supplies/Services Project Manager for special HSR&D Service Directed Project to create a Guidebook for VA-DoD Research Collaboration. Local PI: Linda Resnik, PT, PhD, OCS 4.Statutory Authority 41 U.S.C. 253(C) as cited at FAR 6.302-1, 5.Reason for Authority Only one responsible source. Ms. Steagers name and her background was used in the request and approval of the grant used to fund this project. 6.Efforts to Obtain Competition N/A 7.Determination of Fair and Reasonable Cost to the Government A comparison of prices paid for these services in previous years shows that the price has and will remain unchanged for the life of the project. 8.Market Research N/A 9.Other Facts The specifications of the work and the requisite skills needed to successfully accomplish the goals of the contract are of such a nature that few individuals possess them. Pamela Steager has an extensive background as a writer and oral communicator with expertise in cultural competence, community outreach and grantsmanship. She has dedicated office space on site at PVAMC and has received all appropriate government clearances. For this reason, the award of a sole source contract to Pamela Steager is appropriate and warranted. 10. Interested Sources No other sources have expressed interest in this procurement. 11.Actions to Remove Barriers to Competition N/A 12.Certifications - I hereby certify that the information addressed herein, which forms a basis for this justification, is complete and accurate, to the best of my knowledge.
