- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Subject Solicitation W9000Z0303N015: The Government intends to solicit to the Metropolitan Transit Authority (MTA) of New York, on a Sole Source basis (pursuant to the Test Program for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996, as codified at 10 U.S.C. Section 2204(g)(1)(b) and 41 USC Section 427 (f)(2), and implemented by FAR 13.501(a)(1)(ii)), for a five (5) year award, consisting of one base period and four (4) option periods (the four option periods are to be or not to be exercised at the discretion of the Government), for the procurement of 2159 each Electronic Toll Collection Devices (ETCDs EZ Pass) and usage of the ETCD system on the New Jersey and Pennsylvania Turnpikes, and the surrounding areas. The required ETCDs will be utilized on Government Tactical Vehicles ranging from two (2) axle to eight (8) axle vehicles. This award will be issued via a Purchase Order. Delivery will be to the TSGT Vernon McGarity USARC, 99 Soldiers Road, Corapolis P.A. 15108-2550, within fifteen (15) days after receipt of order (ARO). If you need to obtain or renew a DUNS number or Cage code, please visit www.ccr.gov. All contractors not registered in the CCR database prior to proposal submittal will not be considered. All contractors who have not completed their ORCA registration please visit https://orca.bpn.gov/. Contractors must complete their ORCA registration before contract award. All invoices subject to payment by the Defense Accounting and Finance Office shall be submitted through Wide Area Workflow (WAWF). WAWF is the Governments preferred payment method. Vendors/contractors are to be registered in WAWF to receive payment through electronic funds transfer (EFT). Additional instructions for WAWF registration can be found in the attachments. The anticipated award will be on a Firm-Fixed Price (FFP) basis. Offerors must submit quotes on the monthly costs of the full quantity of ETCDs identified, along with terms and conditions, and prices for all tolls along the New Jersey and Pennsylvania Turnpikes. Award shall be made to a single offeror. The Contracting Officer reserves the right to make no award under this procedure. ONLY ONE QUOTE PER CONTRACTOR WILL BE CONSIDERED. ALL LATE QUOTES WILL BE REJECTED. NOTE: The final quoted price(s), both total and individual, MUST include all applicable taxes, fees, gratuities, commissions, service charges, etc. THE FEDERAL GOVERNMENT IS TAX EXEMPT. REQUIRED RESPONSE DATE: Quotes MUST be received by 2:30 P.M. Eastern Standard Time (EST) on 23 April 2010.
