- Performance Work Statement dated 14 April 2010 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. The following factors shall be used to evaluate offers (listed in relative order of importance): 1. Technical capability - Technical in this Solicitation means offeror has to have qualifications as listed in the attached PWS. Candidate resumes, transcripts, and copies of degrees are required to be submitted with proposals. Also, see Clause 52.212-3 reference below for additional requirement. Documentation submitted will be evaluated to determine if the employee meets the requirements indicated in the PWS. If the offeror is the sole employee, only the offeror's resume, transcripts, and copies of degrees are required. If the offeror is a company proposing a staffing relationship, resumes, transcripts, and copies of degrees for any/all employees intended to fill the position are required. Interviews may be conducted to supplement the information contained in the proposals. Proposal must be submitted on an all or none basis. 2. Price; 3. Past Performance. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror Within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
