- PFDC Requirements This is a Sources Sought Notice to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) to develop a Payment File to assist CMS in making Medicare Fee-for-Service (FFS) incentive payments to eligible Medicare professionals (EPs) and hospitals under the HITECH Act. As required under the HITECH Act, CMS must begin making incentive payments in FY2011 to EPs and hospitals for a period of five years. CMS intends to use a Payment File Development Contractor (PFDC) to make HITECH payments in early 2011 to Medicare EPs and hospitals, to report/track these payments in the National Level Repository (NLR), and to ensure proper funds control and accounting related to these payments.
