- In the Workforce Investment Act (WIA) of 1998 training activities may include on-the-job training (OJT) (Sec 134 (d)(4)(D) of WIA.) A survey by the National Association of Workforce Boards (NAWB) indicated that the paperwork burden to employers was a major barrier to implementing OJT programs at the local level. In order to encourage the implementation of OJT to get individuals back to work while receiving valuable training and skill up-grading, the Employment and Training Administration is using $500,000 in ARRA technical assistance funds to create OJT templates and tools targeted to high growth sectors. New York, Missouri, and Oregon have agreed to provide policies, procedures, templates, monitoring documents, and guidance to inform this technical assistance strategy. The contractor will work closely with ETA staff and state points of contact to ensure that deliverables are in line with expectations of federal staff. All documents produced should be concise, comprehensive, and easily transferable to all states regardless of level of expertise. All deliverables must be web-based, download-able, and hosted on workforce3one.com
