Description
Aircraft certification (civil) and airworthiness qualification (military) testing assesses an aerial vehicles performance and handling qualities for all flight regimes (e.g., take-off, landing, cruise, hover, autorotation, etc.). Flight in icing conditions is one of the flight environments that must be tested. For over 30 years, the Army has used the CH-47 hosted Helicopter Icing Spray System to provide military and civilian aircraft designers with an artificial icing cloud as a faster, lower cost, lower risk alternative to natural icing testing in instrumented meteorological conditions. This requirement will be for the acquisition of the CGS which will replace the current HISS. The CGS is expected to provide several significant improvements to the HISS. These include improved cloud characteristics, larger spray array for full rotor immersion, a spray array for full fuselage immersion, palletized design to alleviate the requirement for a dedicated highly modified CH-47D. The successful contractor(s) will be responsible for design, development, fabrication, integration, and test of both the permanently installed on-aircraft equipment (A-Kit) and the on-aircraft removable mission equipment (B-Kit). The CGS B-kit consists of a water spray system with integral water storage that, when installed, converts the CH-47 into an icing tanker that produces artificial clouds used for ice or rain testing. The spray boom delivers the water to the nozzles which spray the water to form the cloud. Additional subsystems include the spray controls, boom control, station keeping/pilot cueing, mechanical aircraft interface, and safety equipment. The CGS kit will be capable of being installed on any CH-47D or F Model with minimal-to-no permanent aircraft modifications (A-kit), allowing the host aircraft to maintain a multi-role mission capability. Additionally, the successful contractor(s) will be responsible for supporting Government Air Worthiness Certification and testing of the system. The OHISS competition will be conducted on an unrestricted full and open competitive basis with the utilization of best value trade off procedures. The North American Industry Classification system (NAICS) Class Code is 336414. The small business size standard is 1000 employees (this is only applicable to small business offerors who wish to participate in this full and open competition). This solicitation will result in the award of a single Cost Plus Fixed Fee contract (CPFF). The Bidders Library for this effort can be accessed by contacting the Contract Specialist listed below. PEO STRI anticipates issuing the draft RFP electronically on FedBizOpps in May 2010. The Government will not, under any circumstances, pay for any Bid & Proposals (B&P) costs for offerors who choose to prepare proposals in response to issuance of an RFP.
