- NASA/DFRC has a requirement for STAR CCM+ Software yearly renewal.The specifications are:(1)(Qty 4) Unit STAR-CCM+/Power Session (#1501.2) floating license for the period of05/22/2010-05/21/2011.(2)(Qty 4) Unit STAR-CCM+/Design (#1101.2) floating license for the period of05/22/2010-05/21/2011.(3)(Qty 1) Unit STAR-CCM+ Solidworks reader (#1305.2) floating license for the period of05/22/2010-05/21/2011.(4)(Qty 1) Unit STAR-CCM+ ProE reader (#1303.2) floating license for the period of05/22/2010-05/21/2011.NASA/DFRC intends to purchase these items from CD-Adapco. CD-Adapco is the manufacturerand sole proprietary of the STAR CCM+ Software. No known vendors can supply this softwarerenewal.The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 20, 2010. CD-Adapco quote/proposal is due in writing to the identified point ofcontact not later than 4:30 p.m. local time on April 29, 2010. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
