- NASA Dryden Flight Research Center (DFRC) has a requirement for LabView Software.The specifications are:(1)(Qty) 1 P/N 776678-35 LabVIEW Professional Development System, Windows (4 LicenseNon Concurrent Volume License)(2)(Qty 1) P/N 779601-35 NI Developer SuiteNASA DFRC intends to purchase these items from National Instruments. LabVIEW Software isproprietary to National Instruments and there are no known distributors. Nationalinstruments also holds the proprietary software rights to the LabVIEW Products.The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 19, 2010. National Instruments quote/proposal is due in writing to theidentified point of contact not later than 4:30 p.m. local time on April 24, 2010. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Quote/Proposal fromNational Instruments is due no later than 4:30 p.m. local time on April 18, 2010. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
