- Description
- The Naval Air Systems Command intends to negotiate and issue a Firm Fixed Price (FFP) delivery order under Basic Ordering Agreement N00019-08-G-0010 on an other than full and open competitive basis to Sikorsky Aircraft Corporation (SAC) 6900 Main Street P.O. Box 9729 Stratford, CT 06615-9129. The anticipated work is for SAC to provide the retrofit non-recurring and recurring engineering effort to incorporate Engineering Change Proposal (ECP) 4310 production configuration in MH-60R aircraft 166515 to 166526. This also includes a Technical Directive (TD), all Integrated Logistics Support (ILS) and recurring effort of 12 Radio Frequency Amplifier (RFA) kits. The MH-60R is configured for Ku-Band data link capability; however, fleet-wide incorporation of Ku-Band functionality is not complete. Therefore, the MH-60R requires C-Band reversibility capability. Sikorsky Aircraft has provided provisions for C-Band reversibility through ECP 4310 and the following activities: • Updated the two exiting 71600-21010-041 RFA Blanker Plates to 71600-21010-043 configuration for C-Band reversibility for production aircraft 166527 and subsequent. • Updated the RFA Blanker Plate installations in the Nose Shelf (71600-21002-013) and the aft transition shear deck (71600-23008-012) to install the new 71600-21010-043 FRA Blanker Plates. • Updated the 71450-22050-012 Loose Equipment Kit to add two 242132 Adapters for C-Band reversibility capability at the RF antenna locations for production aircraft 166515 to 166526. • Updated the 71450-22050-012 Loose Equipment Kit to replace the existing RFN-7650 Adapter at Receiver/Transmitter (R/T) location with a new M55339/7-00029 Adapter. Revision 1 to ECP 4310 will retrofit MH-60R aircraft 166515 to 166526 to a production configuration. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements. SAC is the only known source with the knowledge, experience, expertise, and proprietary technical data required to successfully perform these tasks. This synopsis is for information purposes only.
