Description
Construction Services for Project 561-09-114 Renovate and Modernize Inpatient Wards 5-B and 5-D. Solicitation to be issued on or about May 7, 2010 Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the Renovations to Wards 5B & 5D at VA East Orange NJ Medical Center as required by drawings and specifications. Solicitation documents will be available electronically on or about Friday, Friday May 7, 2010 at the FedBizOpps website at http://www.fedbizopps.gov Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible business responding to this solicitation. In accordance with P.L. 109-461, Veterans First Contracting Program, this acquisition is set aside for Service Disabled Veteran Owned Small Business concerns. The estimated price range for this project is $2,000,000 to $5,000,000. NAICS Code 236220 is applicable to this acquisition with a Business Size Standard of $33.5 million. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED STATEMENT OF BID ITEM(S) Description of Project 1.Work includes general construction, alterations, asbestos abatement, HVAC, plumbing, and electrical work, necessary removal of existing structures, construction, and certain other items. Contractor shall completely replace, upgrade, renovate and/or augment existing systems and areas within all documented spaces, as follows: Partial interior demolition of existing Wards 5B, 5D, and some spaces in the Central Core of Fifth Floor to provide two (2) upgraded Inpatient Wards of twenty (20) patient beds each, including all support spaces, as documented. Mechanical, Plumbing and Electrical work occurs on Level C, Fourth Floor, and Roofs, as well as on Fifth Floor, as documented. 2.Owner shall have separate contracts for other work to take place concurrently in the same space and/or serving the same space as this project. Contractor and Sub- Contractors shall work in close coordination with the Owner's other Contractors to ensure complete coordination of all trades, proper phasing, and accomplishment of all design objectives. These other Contracts include: a.Fire Suppression (sprinkler) in all spaces b.Ceiling Lifts in Patient Bedrooms c.AHU Replacement (AHU's 1 - 6) in the Penthouse and on the Roof. Each Bidder shall submit a Base Bid for all Work completed as shown on the drawings, described in the Specifications, and as described in Paragraph 1.2-A. "The Statement of Bid Items." The Base Bid shall include all labor and material to perform all work including necessary demolition, electrical, mechanical, HVAC, painting, structural, architectural, testing and other work, other than lighting, required by the drawings and specifications. Base Bid: Phase 1 - (Adminstrative Phase) 90 days ( 3 mos) Phase 2 - (Ward 5D construction) 305 days (10 mos) Owner move-in to Phase 2 45 days (1-1/2 mos) Phase 3 - (Ward 5B construction) 275 days ( 9 mos) Total 715 days (23-1/2 mos) Total 715 days (23-1/2 mos) BID ITEM #II, ALTERNATE 1: All work completed as shown on the Drawings and described in the Specifications under the Base Bid with the following exceptions: Delete all partition demolition and reconfiguration in Ward 5B. New finishes, lighting, and Nurses' Station casework to be installed within the existing configuration, as indicated on Drawings A-B9, A-B10 & A-B11. Delete all mechanical, plumbing, and electrical work (other than lighting) within Ward 5B. Bid Item #II (Alternate 1) shall be stated as a lump sum amount and shall not be stated as an amount to be subtracted from the Base Bid or from other Alternate Bids. Alternate No 1: (Cosmetic Upgrade of Ward 5B) Phase 1 - (Adminstrative Phase) 90 days ( 3 mos) Phase 2 - (Ward 5D construction) 305 days (10 mos) Owner move-in to Phase 2 45 days (1-1/2 mos) Phase 3 - (Ward 5B cosmetic upgrade) 150 days ( 5 mos) Total 590 days (19-1/2 mos) BID ITEM #III, ALTERNATE 2: All work completed as shown on the drawings and described in the Specifications under the Base Bid with the following exceptions: Delete all architectural, mechanical, plumbing, and electrical work in Ward 5B. Bid Item #III (Alternate 2) shall be stated as a lump sum amount and shall not be stated as an amount to be subtracted from the Base Bid or from other Alternate Bids. Alternate No 2: (Deletion of all work in Ward 5B) Phase 1 - (Adminstrative Phase) 90 days ( 3 mos) Phase 2 - (Ward 5D construction) 305 days (10 mos) Total 395 days (13 mos) Immediately after award of the Contract, a period of ninety (90) days (minimum) shall serve as an Administrative Submittal Period. During this time period, Ward 5D will be vacated, all other portions of the Fifth Floor will remain occupied and in use. Contractors will not be permitted to perform any work. At the completion of the Administrative Submittal Period, construction will commence. This project requires bonding and bid submissions shall be in hardcopy and not e-mailed or faxed. In accordance with FAR Part 4.11 and FAR Part 4.12 all bidders shall be registered and verified in the www.ccr.gov and www.vetbiz.gov and https://.orca.bpn.gov Award is subject to availability of funding.
