Description
Title-RECOVERY-ARRA- Translation, Creation of Protection of Human Research Participants eLearning Website in Spanish and Expanded Database, Hosting, Maintenance and Support RECOVERY ACT ACTION THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE NATIONAL INSTITUTES OF HEALTH CONTRACT NUMBER HHSN276200900472U, RFQ No. NLM-09-182-SES. In accordance with FAR Part 5.7 Publicizing Requirements under the American Recovery and Reinvestment Act this is a notification of a modification to an existing, competitively awarded, firm-fixed priced, procurement using American Recovery and Reinvestment Act funding. The procurement is for hosting, maintenance and support services and was competed and awarded in accordance with Federal Acquisition Regulations (FAR), Part 8.4 Federal Supply Schedules. Competition was limited to business holders under the GSA Schedule 874-4. The National Institutes of Health (NIH) intends to modify task order number HHSN-276-2009-00472U with d'Vinci Interactive, Inc. (DUNS No.933998254). The purpose of the modification is to acquire PDF versions of the current NIH OER "Protecting Human Research Participants" English and Spanish web-based tutorials. The tutorials will enable research teams with limited access to internet connections to download the course and take it off-line. This capability will further expand the number of participants, allowing it to penetrate more remote areas of the world and low-income sectors of the economy. This enables more diverse sectors of the population to meet the NIH requirement for education in the "Protection of Human Participants" and increases the potential for Spanish speakers to be employed by the NIH biomedical research activities funded by ARRA. D'Vinci Interactive has intricate knowledge of the course content, programming, and user needs specific to the tutorials and necessary for the creation of appropriate PDF's. The agency has costs associated with the tutorials' creation, update, and management through d'Vinci Interactive since 2006. The modification is in scope and does not constitute new work.
