Description
RECOVERY - The U.S. Fish and Wildlife Service (USFWS), Region 5, is issuing a Request for Proposal (RFP) for the Rehabilitation of Outer Island Seawall located in the Long Island Sound in Branford, CT. Outer Island is part of the Stewart B. McKinney National Wildlife Refuge in Westbrook, CT. The work under this contract will consist of the rehabilitation and stabilization of the existing stone seawall and pier and miscellaneous structures at the island. Outer Island is approximately five (5) acres in area. An existing cottage (34' x 16') and pavilion (24' x 22') are located on the island. Access to the island is by boat only at an existing stone pier. Work also includes the repair of the existing stone pier on the east side of the island. The pier is approximately 120 feet long and 10 feet wide. Also, the repair of the existing stone seawall and associated concrete sidewalk is required. The seawall is approximately 800 feet (total) in length and is located along two separate areas of the island; on the east shore in the vicinity of the stone pier and on the west portion of the island, referred to as the moon garden area. Additionally, the installation of safety railings along the pier and seawall is required. Lastly, four (4) pilings shall be installed to stablize and hold in place an existing 15' x 20' floating dock and ramp located at the head of the pier which provides the only access to the island. There is a 120 day performance period for this project. The estimated magnitude for the project is between $100,000 and $250,000. This procurement is unrestricted. The NAICS code is 237990. Interested firms shall present a minimum of five (5) similiar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the 'Best Value Continuum'. Evaluation of interested firms will be based on: 1) Past performance; 2) Technical ability; and, 3) Cost. The combination of past performance and technical ability will out weigh cost for this project. The proposal schedule will list individual line items designating seawall stabilization and other related repairs. Awarded line items willl be made based on availability of funds. The solicitation package includes the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about April 29, 2010. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award. Department of Labor - Davis-Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00 p.m., May 27, 2010.
