- Sources Sought Responses are due no later than 2:00p.m. Eastern Standard Time April 20, 2010. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District requests capability statements from Small Businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to christina.sale@usace.army.mil or hard copy to U.S. Army Corps of Engineers Baltimore District, 10 S. Howard Street, Room 7000, Baltimore, MD 21201-1715 no later than 2:00pm Eastern Standard Time April 20, 2010. Project Description: The US Army Corps of Engineers, Baltimore District has a requirement for furnished apartments within the Washington, DC National Capital Region. The requirement is for 47 one-bedroom, 78 two-bedroom and 1 three-bedroom furnished apartments within an apartment community to be located within 13 miles of Bolling Air Force Base and within 7 miles of Ronald Reagan National Airport. Due to Threat Protection for the National Capital Region guidelines, no more than fifty five (55) apartments will be permitted in any apartment community. All apartments, in all locations: - Shall be fully furnished to include washers and dryers. Apartment community(ies) must have fitness facilities on-site, or within mile walk, and shall be no more that mile from a grocery store. - Must be free of defects, defacements, and stains; all apartments and amenities must meet all federal, state, and local health, environmental, and safety standards. - Shall include a kitchen, living/dining room, separate bedroom and have a private bathroom with tub and shower, and storage/closet area in addition to bedroom closet. - Shall be equipped with smoke detectors, dead bolt locks on all access doors, and secure locking windows. Apartments shall include: heating, air conditioning, water, electricity, local telephone service with voice mail, high speed internet (cable modem or DSL service), unlimited local/800 telephone service, expanded cable television service with HBO in the living room and expanded cable television in each bedroom, all at no cost to the occupant. Furnished Apartments shall include the following items and shall be new or like new at the start of the lease period: LINENS: Bedroom; One (1) complete set of bed sheets (flat sheet, fitted sheet, pillow case(s)) per bed, One (1) blanket per bed, One (1) bedspread per bed, Two (2) bed pillows per bed w/pillow protectors, and One (1) mattress pad per bed. Bathroom; Two (2) bath towels, Two (2) hand towels, Two (2) face cloths per occupant, One (1) shower curtain with liner per bathroom, One (1) bathtub mat per bathroom, and One (1) bathroom rug per bathroom. Kitchen; Two (2) dishcloths, Two (2) dishtowels, and Two (2) hot pads/pot holders FURNITURE: Living Room; One (1) Sofa or loveseat, One (1) easy chair, One (1) Coffee table, Two (2) end tables, and Two (2) table lamps or floor lamps. Dining Room: Dining table with four chairs. Bedroom: One Bedroom Apartment One (1) Queen size, or larger bed w/headboard. Two Bedroom Apartment One (1) Queen size, or larger bed w/headboard, and Two (2) Full size beds w/headboards. Three Bedroom Apartment One (1) Queen size, or larger bed w/headboard and Two (2) Full size beds w/headboards. Night stands (1 per bed), Bed side lamps (1 per bed), Dresser and/or chest of drawers, 4 drawer minimum (1 per occupant (estimated 240 each), Mirror, full size, Clothes closet. APPLIANCES: Kitchen: Coffeemaker, Stove or range top and oven, Microwave oven, Tea kettle, Refrigerator/freezer, Toaster, 2-slice, Electric Can opener, 1 ea chest freezer for three (3) or more soldiers in apartment, (32 ea apartments). Living Room: Color television, 25 or larger w/remote controller, DVD player w/remote controller, telephone with answering machine (1 ea) and Vacuum Cleaner (1 ea). Bedroom: Clock Radio w/alarm, 19 TV in each bedroom with DVD and remote. DISHES/UTENSILS/COOKWARE: Matching set of glassware, dinnerware, drinkware and flatware, service for 4, Pots and pans: Frying pan, non-stick with Lid (2 ea), Saucepans with lids, 1 and 2-quart, Stock Pot w/Lid, Bakeware: Pizza Pan, Cookie Sheet, non-stick, 13x9 Baking, Dish (1 each), Casserole Dish w/lid (1 each), Salt & pepper set, Knife block set, Colander, Cutting Board, Mixing and storage bowls with lid, 3 each, Pitcher with lid, 2-quart, Complete set of measuring cups and spoons, Cooking utensils to include spatulas, slotted spoon, soup ladle, carving knife, paring knife, wire whisk, vegetable peeler, corkscrew, and pizza cutter. Miscellaneous Items: Kitchen: ABC Fire Extinguisher (1 ea), hand held 3lb; Flatware tray (1 ea), Tall kitchen trash can (1 ea), Mop with bucket (1 ea), Whisk broom(1 ea), and Broom w/dust pan (1 ea). Bathroom: Wastebasket (1 ea) per bathroom, and Toilet brush with holder (1 ea) per bathroom. Bedroom: Closet hangers (20 ea per occupant), Wastebasket (1 ea) per bedroom, and Iron and ironing board (1 ea). Window Coverings: All windows shall have coverings such as shades, blinds, vertical or horizontal, and or drapes. This will be a fixed price contract for a term of 5 (five) years. The contract magnitude is expected to exceed $24,000,000.00. Interested Small Businesses who are not Real Estate Brokers should submit a narrative demonstrating their experience in similar services type contracts which demonstrates their ability to perform the work. Capability statements should include the following information: details of similar projects, dates of services, project references (including owner with phone number and email address), and contract amount. Narratives shall be no longer than five pages. Comments will be shared with the Government and the project management team, but otherwise be held in strict confidence. Comments may be in any format, but must include the offerors name, phone number, and email address.
