Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to purchase GEDMS systems via split award to The Boeing Company and DRS ICAS, LLC. The Boeing Co. is located at 5301 Bolsa Ave, Huntington Beach, CA 92647-2048. DRS is located at 485 Cayuga Rd, Buffalo, NY 14225-1309. Competition is limited to these two qualified manufacturing sources as the time and expense to qualify additional vendors is prohibitive. GEDMS is a Government Furnished Equipment build-to-print system. There are no commercially adequate products that satisfy the design requirements. It is not a performance-based militarized Commercial-Off-The-Shelf (COTS) system design, although there are performance based COTS components. All items shall be in compliance with NAVSEA system specifications DMS 500.7 and GEDMS 300.0 which will be listed in the solicitation following this announcement. Firms interested in subcontracting opportunities should contact Boeing and DRS directly. Delivery, inspection, and acceptance shall likewise be identified in the solicitation. It is anticipated that the solicitation will be issued on 15 June 2010 and will remain open for 45 calendar days. Contract award is estimated to be on 20 September 2010.
