- Fleet and Industrial Supply Center (FISC) Norfolk Contracting Dept. Philadelphia Office intends to acquire, on a sole source basis in accordance with Section 4202 of the Clinger-Cohen Act under the authority of FAR 13.501(a)(1) - Test Program for Certain Commercial Items, paralegal education course instruction from Roger Williams University Newport, RI. The services are required in support of the Paralegal Education Program at the Naval Justice School (NJS), Newport, RI. Specific services will include: delivery of educational course requirements in Criminal Law for Paralegal Studies in a traditional classroom setting onboard Naval Station Newport, RI; delivery of course requirements online through distance learning; and student academic counseling services. This acquisition will affect personnel attending Legalman accession training as well as previously trained Legalman already deployed. Specific course requirements will vary for each student based on academic progress. In addition, the institution providing the training must be certified by the American Bar Association (ABA) as an education provider of legal courses. A fixed-price, indefinite delivery, indefinite quantity (IDIQ) type contract is anticipated. The anticipated base period of performance is 01 August 2010 through 31 July 2011. Two (2) twelve month option periods will be included as a means of fulfilling NJS requirements through 31 July 2013. Roger Williams University is considered the only supplier that can provide all services in the required timeframe. The proposed acquisition will be conducted under the provisions for Commercial Items in accordance with Federal Acquisition Regulation (FAR) Part 12.
