- The Bureau of Indian Affairs (BIA) intends to issue a Request for Quote (RFQ) for a Facility Manager Liaison for its leased facilities in Reston and Herndon, VA. The proposed contract is an Indian-Owned Set Aside under the authority of the Buy Indian Act 25 U.S.C. 47. All Indian-owned businesses shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance incurred for travel, supplies, training materials, etc. shall be performed and incurred by the Indian-owned business (prime). All Indian-owned businesses shall comply with FAR 52.219-14, Limitations on Subcontracting. All responsible Indian-owned business sources may submit a quote, which will be considered by the Government. All Indian-owned companies shall complete a Buy Indian Certification, which shall be provided by the Contracting Officer prior to award. The contractor will act as a liaison between the Government's Contracting Officer's Representative and the Lessor's facility manager on issues related to the planning, execution and implementation of all facilities related projects. Solicitation to be available on or about April 27, 2010. The award will be for a base year will four, one year options. Requests for a copy of the solicitation shall be submitted through email to Leonard.Wines@bia.gov. Solicitation will be sent to requestor via email. Closing date for submission of all quotes will be on or about May 14, 2010 at 4:00 p.m. Reston, Virginia time. All quotes shall be submitted via email to Leonard.wines@bia.gov.
