Description
Provide all labor, supervision, equipment and material to provide analytical services to support several acoustic research cruises to the Dry Tortugas region (SE Gulf of Mexico). The research cruises will involve intensive scuba operations, and both active and passive acoustic analysis of fish movements and patterns. The planned 2010 research cruises are not only a critical continuation of the reserve assessment research, but a move in a new research direction as well. The research cruises will be conducted in the Dry Tortugas region of SW FL (SE Gulf of Mexico). Cruise operations will be conducted over a total of three cruises, each of three days duration, for a total of nine days. Operations will support scuba-based surveys of reef fish, the long-term deployment of passive acoustic listening devices (digital spectrum recorders, or DSRs) as well as overnight deployment of low-light video-cameras, and the towing of active hydroacoustic sonar. This research will facilitate the 1) timing and magnitude of spawning aggregations in the Tortugas Ecological Reserves and their association with their habitat, and 2) the assessment of recovery of these previously exploited spawning aggregations of commercially important reef fishes since their protection from excessive fishing pressure. Biological data will be collected by SCUBA divers using non-destructive, in situ, fishery independent visual monitoring methods. The scientific investigators are uniquely qualified to conduct this research based on past research and experience in the study area. The proposed sampling survey will obtain visual census transect samples to quantify the numbers of important species in the reef fish complex (snappers and groupers). This work requires a labor-intensive effort with no shortcuts to ensure that sampling is cost-effective and precise. Low light surveillance cameras housed in underwater housing will be deployed at in the afternoon and retrieved the next morning, with the goal the recording of grouper spawning events. Long term passive acoustic recording devices, digital spectrum recorders, will be deployed at the initiation of each cruise, retrieved, downloaded and redeployed at the end of the cruise. Lastly, scientists will tow hydroacoustic sonar gear during evening transects for the purpose of 1) characterizing the habitat type, and 2) searching for likely aggregations of fishes that could be spawning aggregations, for later exploration using SCUBA gear. Diving operations shall require nine full operational days. The vendor will provide expertise in the deployment and analysis of data collected by the digital spectrum recorders. The vendor shall provide personnel proficient in SCUBA techniques and possessing NOAA Diving program reciprocity. These personnel should be proficient in working underwater, using Nitrox breathing medium. These personnel shall be comfortable in working in an offshore environment for extended periods of time. Experience is needed in the proper placement and deployment of underwater camera housings and digital spectrum recorders. Proficiency in using the analytical software package MATLAB for the analysis of acoustic data to interpret presence/absence of grouper sounds is required. Since this study is biologically linked to the timing of the full moon during these months, the vendor or his personnel shall be available for dive operations during or near the cruise dates listed in this solicitation. The vendor will provide the results of the acoustic data collected on each cruise to National Marine Fisheries, Beaufort, NC. Period of Performance: April 23, 2010, or date of award, whichever is later, through April 30, 2011. This acquisition will be issued as an RFQ and awarded as a firm-fixed price order under simplified acquisition procedures.
